Ho was then handed to a large number of women, who shaved the hair of his head, applied a huge treacle plaster, cut oft* his whiskers, and emptied several bags of flour over him. * Attention is hereby called to Section 2 of an Ordinance prescribing the duties of City Surveyor, which reads as follows: "Be it further ordained, That here? after, any person about to build any house, or any new site, fronting or bounding on*any of the streets of the oity of Columbia, shall be required to have the same located, and tho bounda? ries thereof, adjoining such street or streets, fixed by the CiLy Surveyor, who shall be entitled to receive the sum of $5 for each lot so located. And in case any person shall erect any house, as afore? said, Without having the same located by the City Surveyor, as aforesaid, such person shall bo subject to a penalty of $-15 for each and every offence." Parties oomiog within the provisions of above Section of said Ordinance, are notified that its conditions and penalties will be strictly required and enforced by the Chief of Polioe, who is specially oharged with the enforcement of said Ordinance.
