The following communication was read, and, on motion of Alderman Den? ny, referred to the Committee on City Clock, with instructions to report at the next meeting: WESTERN UNION TELEGRAPH OFFICE, COLUMBIA, S. C., March 12, 1872. To the Honorable Mayor and Aldermen oj the City of Columbia, S. C. GENTLEMEN: At the suggestion ol many'citizens, I propose to establish, ic front of my office, what is known at "the Western Union timo-ball;" pro? vided the city will make an appropria' tion to defray costs aud expenses of thi same. The arrangement will consist of a tal pole, on which will ba a large ball anc eleotrio apparatus, connected by win with proper instruments in my ooloo, sc arranged as to cause the bull to d roi eaoh day at the hoar of 12, meridiai time, which we obtain regularly fron the observatory at Washington, D. C. The entire cost will not exceed $280 Everything will be in first class order and warranted for twelve months. It management I will undertake, at $101 per annum-making the total coBt fo the first year 8380, whioh I think will b folly justified by the benefit it will affon the publio. . The following report of Chief of Pi lice for February was presented and rt ferred to the Committee on Guard Hout and Police: OFFICE OF CHIEF OF POLIOS, COLUMBIA, 8. C., February 29, 1872. The total number of arrests mac daring the month of February, for c grades of orime and offences, com mi tte within the oity limits, is 122; of whic 114 were males and 8 females; 58 whit .nd 64 colored. The following repo shows the various grades of crime at offences for whioh persons were arreste and dealt with acoording to law. to wi Intoxication, 8; disorderly, 7; distur ance, ll; using profane language, vagrancy, 1; interfering with police, petit laraeoy, ll; hitching horse to shat tree, 1; fighting, 6; cruelty to animal 1; shooting in oity limits, 73. The fe lowing disposition was made of perso arrested during the mooth of Februar 4 served their time at work, of whii they worked 25 days; 72 weredisoharge 5 were turned over to Trial Justice, ai 6 to parents for correction, and 1 to AP lam, 2 were ordered to leave the oity I his Honor the Mayor.
