Tho facts brought forward by Mr. Beck in support of his statement that the parson, had made a pandemonium of Tennessee when Governor of that State/ should not be lost. ' One of the very first Acts passed by the Brownlow Legislature of 1865, was the old sedition law of 1798 over again, making it a highly penal offence to speak or write "seditiously" of the State Government, its officers or Aots. Then came a franchise law debar* ring from the ballot, at one sweep, every man wbo oould not prove to the regi? strars that he bad never aided or favored the Confederacy. The registrars, not proving strict enough, all the registra? tions they had made were annulled, and the power of appointing all registrars pnt in the hands of Governor Brown? low, who, as may be imagined, selected men as bitter as himself. Even this, however, failed to famish the requisite security, and by another Aot all existing registrations were again Bet aside and the poWer given the Governor to annul any new registration at wilt In accord? ance with this Parson Brownlow threw out the vote of twenty-eight of the largest Counties in the State at tho elec? tions in 1865, saying in his mossago: "The entire vote of the State is 61,783; omitting the vote illegally registered, it is reduced to 89,509. But I must repeat that there can be no doubt but a large Eortion of the voters in the Counties I ave been constrained to reject, were justly entitled to certificates, if the law had been complied with." As a speci? men further of this kind of government the oase of one County, not included in the above twenty-eight, may be taken. 3,000 voters were registered, but just prior to election day that registration was annulled and a now one ordered. Fourteen persons only were registered, and at tho election the County only cast this vote! Again two years afterwards the vote was but nineteen, and yet by looking to "The World Almanac for 1872" we find this same County (Henry) oasting in 1870 a vote of 2,776. Adding to disfranchisement like this, the militia system, still memorable for the scoun? drel material of whioh it was composed convicts pardoned out 'of the peniten? tiary on condition of enlisting, and the like-and the atrocities it oommitted, and it oan be been with what justice Mr. Beck referred to Brownlow's gubernato? rial regime as establishing a pandemoni? um in Tennessee.-New York World. FHED. DOUGLASS' TREATMENT IN A RADICAL CITX.-The Erie (Pu.) Observer, of the 15th alt, relates the following ac? count of the manner in whioh Fred. Douglass was received in that city, well known as one of the Radical strongholds in Pennsylvania: , On Sunday Fred. Douglass, the noted colored orator, stopped hero, with the intention of taking the Monday morning train to Pittsburg, where he had a lecture engagement. At the depot he stepped up to the door of an omnibus, when the driver coolly drew it, shut and drove off. He walked over to another, and was treated in tho same moaner, the busman paying no heed to a call from a by? stander that a passeuger wanted to get in. Douglass thon went to Sterrete'a livery stable, where he secured a carriage to convey him to the Reed House. Arriving there, on registering his name, he was notified that his meals would bo sent to his room, where be was com? pelled to eat them daring his stay in the oity. -Douglass took out his Tribune almanac, and on learning from it that Erie County gave 2,500 Republican ma? jority, he was in a tempest of rage. Here is a community which pretends great love for the oolorod man, and yet when the biggest one of tho raco comes along he is insulted in every direction. He didn't quite say "d-n such friend? ship," but it was easy to be seen that ho thought it. Where, obi where, were our loud-mouthed "champ? on a of free? dom," that they didn't open their houses to Fred., sad entertain him liku "a man and brother?" ALSACE ADD LORRAINE.-Tho unifica? tion of Germany is going on, not alone in territory, but in sentiment. From tho too-long existing ohaos of diveraa and discordant interests bas sprung a solidarity of interest and of principle wbiob promises well for tho future of the great German people. Even tho Rhine territory, so long and so oruelly separated from the Fatherland, is begin? ning to forget the bitter prejudices ac? quired under a foreign master, aud to look with a borne feeling upon tho Em? pire to wbiob it bad boen restored. Nor does tho Rhino flow less lovingly as an artery than it did as a boundary. Its mission now is one of union rather than of division, and in its liquid flow it sym? bolizes the harmony of restoration,"not the clash of antagonistic forces. This Rhine territory now stands us follows: Upper Alsaeo, with a population of 473, 000; Lower. Alsace, 610^000; and Lor? raine, 514,400. From these divisions, all the. Zolvoruin restrictions aro now re? moved, nud the products of Alsatian in? dustry eau now And au outlet through my part of Germany.' Furth er moro, it ts said that tba Gorman oivil service is proving far more acceptable than the PFrench; tho maila are more reliable, nnd the money order system is moro simplo and satisfactory. Tho telegraphic and railway services aro also improved, while tho school system is now ono desorving of the nama. These advantages aro such as biivo weaned tho people from that horror of'annexation which they at first felt.
