We beg leave to direct the attention of the ! members generally to Article II of tho Constitution, where? in it ie provided that an enumeration' of the inhabitants pf this State should ta&a placo in 1869, Or as soon thereafter as practicable, for the expresa purpose of assigning to the different uonuties in ex not proportion tho, requisite number o? members-124- of v/hiou the House of Representatives shall be Composed, xhe enumeration of inhabitants, under the aforesaid article of the Constitution, has been complied with;, but' the General Assembly has utterly failed to discbarge its duty thereunder. This has not' been done, and we cal] upon the Legislature to act in this mat? ter without further delay;, The members from Anderson will ob? serve that, in accordance with the State census, this County is entitled to an ad? ditional Representative. At present, the County of Anderson has three Represen? tatives, while Richland has four mom bets. Exactly the reverse, would be thc caso, under a new apportionment. Thc population of tho two Counties stand) as follows: Anderson, 23,125; Richland, 19,143.. Other changes of a like natur? would be effected, but we refer to th< above as an illustration of the injustict and unfairness of the present apportion ment.-Anderson Intelligencer. I. O. O.
