The following are the facts of the affray on the 28th instant: Aleck Brooks called on me in an abrupt manner, and asked roe why I did not. separate those two boys on the 28th instant. Brooks then went round through the yard and into tbe street, and came to the side door, on Blending street, and told me he intended to out my heart out. I prepared myself with a knife, and went to the door, when he made a thrust at me with his knife, when I immediately resented it I then went to proper authorities, stated tbe faots, ana surrendered myself; and I have gentlemen to substantiate the abo re eiroumstanoes. AH ORDINANCE TO ' BEMULATE LICENSES FOB THU TBAB 1872. SECTION 1. Be it ordained by the Mayor and j?jbiermen of Ute oii?qf Columbia, in City Council assembled, That every per* son. Arm, oompany or corporation, en? gaged in, or intending to be engaged in, any trade, business or profession herein? after mentioned, shall obtain, on or be? fore the sixth day of January, ?. D. 1872, a license therefor, ia manner pro Tided; those commencing business after the sixth of January shall obtain a li? cense before entering upon that business. SEO. 2. Every person, firm, oompany or corporation required, by tim ordi? nance, to obtain a license to engage in any trade, business or profession for whioh a lioense is required, shall register with the Oity Clerk and Treasurer; first, his or her name or style, and in ease of a firm or oompany, the names of the seve? ral persons constituting such firm or oompany, and their places of business; second, the trade, business or profession for which a license is required; third, the place where such trade or profession is carried on; if a wholesale or retail dealer in goods, wares and merchandize, the amount, extent and value of busi? ness intended to. be oarried on, exoluding distilled spirits-all of whioh shall be given under oath. SEO. 3. If any person or persons shall exercise or curry on any trade, business or profession, for the exercising, carry? ing on or doiog of whioh a license is re? quired by this ordinance, without first registering and taking out suoh lioense, as ia that behalf required, he, she or they shall, besides *being liable to the payment for the license, be subject to a penalty of forty (4.0) dollars, on convic? tion before the Mayor or any court of competent jurisdiction; one-half of the penalty, after deducting expenses of the prosecution, to be paid to the person who first informs of tho matters aud things whereby the penalty is reoovered, and the other half to the city. SEO. 4. In every lioense to be taken out, under or by authority of this ordi? nance, shall be oontained and sot forth the purpose, trade, business or profes? sion for whioh suoh lioense is granted, and the name and place of business ol the person or persons taking out tin same; if a wholesale or retail dealer ii goods, wares and merchandize, th? amount, extent or value of the businesi intended to be oarried on. That eaoh and every person between the ages of eighteen and Of ty year ?, liable to work on tho streets of said city, may and shall be excused from the performance of snoh duty on the payment of three dollars to the Oity Clerk and Treasurer; sud, on failure to pay the said sam of three dollars, at the time of the payment of their oity taxes, they shall, when summoned so to do, be required to work personally upon tho streets of the said oity for B?X days, un? der the direction of tbe Superintendent of the Streets, or any other person ap? pointed by the Mayor and Aldermen to take oharge of and direct them. Any person refusing or neglecting to obey each sommons shall be fined two dollars for each day's neglect of the same, to be recovered by information before the Mayor and Aldermen in Conncil assem? bled. And it shall be the dnty of the Oity Clerk and Treasurer, and of the Chief of Police, to report to the said Mayor and Aldermen all defaulters under this Beotion. SEO. 5. That each and every tenant, or occupant, of any real estate, npon whose premises water is brought by pipes, or otherwise, from the oity reservoir, shall pay to the City Olerk aud Treasurer, at the same time with the other taxes im? posed by this Ordinance, snob sum as may be assessed by the Oommittee on the Water Works. And any owner, or hia agent, or ocoupant of any real estate, upon whose premises water is brought from the oity reservoir, failing to make a report of the hydrant or hydrants used by bim or her, or by any tenant or ocoa pant on snch premises, shall be liable to I a fine at tbe discretion of the Mayor. That if any person or personi shall fail, neglect or refuse to make a re turn or returns to the City Assessor, or oath, of his, her or their taxable proper ty, on or before.tbe 31st day of Jannary A. That in enso it should come necessary to issuo au exeunt against the property of tho default tax-payer, and to soil thereunder his proporty, in order to collect tho ti doe by him, it shall bo tho duty of Mayor, and he ia hereby em pow cree to do, in order to put the pnrchi thereof into immediate possession, issne his warrant of ejeotmont aga the owner, or aga! nat his lessee or lessees, or against any other person or persons who may be in possession thereof, and to place tho said warrant in the hands of the Obief of Police, or any o tb er officer % whom he shall select, who shall proceed without delay to execute the same, at the expoose and costa o' the party or parties in default; Provided, That tb?, owner of the fee, his lessee or lessees, shall not be deprived of the nae and pos? session for a longer period than two years from the day of sale. SEO. 18. That tbe Mayor Land Alder? men shall issue their execution against each and every person or corporation who shall be reported by the City Clerk aod Treasurer to have failed, neglected or refused to make returns, or* pay tho tuxes imposed by this Ordinance, within the time herein prescribed; end all exe? cutions issued by the said Mayor and Aldermen shall have attached thor oto tbe signatures of the Mayor and City Olerk and Treasurer and the seal pf the oity of Columbia, in the name of whioh snob executions shall be entitled. That all executions which may be issued to enforce the payment of taxes, fines aud licenses, by the-. said Mayor and Aldermen, in conformity with the foregoing section, shall be lodged in the firnt instance iu the office of the Sheriff of Richland County, and may be directed to the said Sheriff or to the Chiof of Polioo, or other persona ap? pointed by the said Mayor and Alder? men, to collect and receive tbe same with the costs. ?EC. 15.
