It is nn incident honorable to South Carolina in tho past. The Courter saya: ''The recent publication by Miss Sa? rah M. Randolph of tho 'Domestio Life of Thomas Jefferson,' oalls np the histo? ry of the past, nod the grateful recollec? tion of tba osteom in which bia memory ? und Borvioca was held by the State of South Carolina. And this without re? gard to partisanship-for nt that time the Commonwealth was divided into Re? publicans and Federalists. Thu former ? nfter.wurds merged into tho Democrats, and the latter i uto the Whigs. "Mr. Jefferson lived in that age of] statesmen who rotired (rom high official public duty with their banda unspotted with either publio or private spoliation. He died, leaving as his only legacy a I fame without stain, and the services he had rendered his country. "Jefferson died in 1825, and it is said that when his decease was un u ou need to John Adams, who was expecting every moment tb depart, he remarked quaintly : 'Jefferson was always a little before mo.' Mr.* Jefferson had preceded him in the r reside noy. Judge William Johnson, of ' this city, then a member of the Supreme Court of the United States, delivered a I eulogy on tho life and character of Mr. Jefferson, and in it allnded to the then history of the statesmen who, having given their lives and talents to the coun? try, had diod io comparativo poverty. "At the ensuing Bussion of the Legis? lature Mr. John Ramsay, the Senator from St. Taul's, nud a prominent States Rights man, prepared a resolution mak? ing a provision for the issue of stock hy tho State, for 'the benefit of Mrs. Ran? dolph, Mr; Jefferson's .surviving daugh? ter. , He .approached the Hon. Alfred Hager, then also, iu the State Senate, whose affiliation was with the Federal party, which leaned' towards a stroDg government, and to.which Mr. Jefferson had been opposed, end'exhibiting the resolution, announced hispurpoBe of in? troducing it, leaving it to Mr. Huger to oppose it if ho thought proper. Mr. Huger responded: .'If you think it will not injure your resolution for me to give it my commenc?atiou and support, I will second it and AU the blank with n proper | amount.' ' . "The succeeding day Mr. Ramsay moved hie resolution. Mr. John Lyde Wilson, immediately seconded the r?so? lution.' Mr. Hnger then rose, and after giving a short Bketch of the men of the Revolution aud of their distinguished services, moved to make tho amount SlO.OOO. adding, that this appropriation had no precedent, and there could be no other, as there had been brit ono Decla? ration of Independence, and one author j of that declaration. "The resolution was adopted by accla? mation in the Senate. "The Hon. B. F. Bankin, since Chief Justice of the State, was then one of . . the leadiug members of the House. He took charge of tho. resolution in the HOURO, and made a powerful and elo? quent speech in its advocacy. Some [ one from the up country called for the I yeas and nays, but seven members did not rise, as required by the rule. "The question was then put and car? ried without dissent. The statesmen of South Carolina, whether Republicans or - Federalists, paid a common tribute to one of the great apostles of liberty auf self-government, and the State placed npou record her appreciation of his un? sullied patriotism and talent. "The Hons. B. F. Dunkin and Alfred Huger, of those who actively partici? pated in this act of munificence as well aa of justice, yet survive, covered with years and honor.
