IE TiTBCJOVSTXDTBJUUTORY.-The French provinces of Alsace and Lorraine, the surrender of whioh, it is understood, Bismarck will insist upon as a oondition of peado, comprehends an area of 31,987 equate kilometres of territory, and have a population of 2,839,000. The surren? der oven of thia large extent of territory, with its varied productions, manufac? turing .centres apd important military fortification*,- wbald be a' great loss, though not to bo compared with .that whioh Prussia, coffered by the treaty of Tilsit, when ; tho father of the present King was deprived of more than half his kingdom. He was compelled to cede all the territory between the Rhino and the Elbe rivera, of whioh the kingdom of Westphalia, under Jerome Napoleon, wes' formed; he had to recognize the newly-oreated kingdoms of Naples and Holland, under the brothers of Napoleon, Joseph and Louis; also the Rhenish Con? federation, established by Napoleon, and all States that might in the futnro join the Mme. Other portions of Prussia were given to Saxony. The sea-port of Danzig had to be relinquished, and the remainder of the kingdom to be olosed against any trade with England during the wjtr of the latter with France. The former Polish provinces of Prussia had tobe surrendered. One part of these? was given to Russia, while the remainder formed the Duchy of Warsaw, also given to the King of Saxony. Contributions were exacted by France to the amount of over 5,000,000f., and a sum of 120,000, OOOfV'waa paid by Prussia in 1808 to ob? tain tho final withdrawal of French troops from anea held as hostages. Yet Prus? sia has not only survived all this humili? ation; but become, for a time at least, the first military power of Europe. With saoh' an evidence of the mutations of na? tional Uf?, it is strange that Count Bis? marck ohould rely upon the acquisition of Alsace and Lorraine as crippling Frame? to an extent that will prevent her from Over gratifying her revenge here? after. Revenge, however, is a thing un? worthy of nations, as it is of individuals. BAZAINE IN SELF-DEFENCE.-Marshal Bazaine has written a letter to tho Nord, bearing date the 2d inst.. Ho says have read your political bulletin of tba 1st of November, in whieh yon refer to M. Oombetta'o proclamation. Yon are right; the army of the Rhine would not have obeyed a traitor. The only reply I shall make to this lying lucubration is to send you the order of the day (already published) whioh was addressed to the army after the oounoils of war held on the 26th and 28th of October. M. Gam? betta does not seem to be aware of what he is saying,' or of tho position in which the army at Metz was placed, when he stigmatizes as ho does its chief, who straggled for three months against forces double those at his disposal, and whose effective strength was always kept np. I received no communications from the Government at Tours, notwithstand? ing tho efforts made to place ourselves in relations. The army of Metz had one Marshal, twenty-four Generals. 2,140 officers, and 42,850 men struok by the enemy's fire, and it made itself respect? ed in eVery fight in which it engaged. Saoh an army could not be composed of traitors and cowards. Famine and dis? organization alone caused the arms to fall from the bands of the 65,000 real combatants who remained. The artillery and cavalry were without horses, it hav? ing been necessary to kill them to alle? viate the privations of the armo. Had the latter not displayed such energy and patriotism, it would have had to succumb ia the first fortnight of October, when the rations were already red need to 300 grammes, and later on to 250 grammes of bad bread. Add to this dark picture the fact of there being 20,000 sick and wounded, with their medicines on the point of failing, and themselves suffering from the effect of tho torrential rains.
