Nine tenths went to New York. , HAVANA, July 2.-A meeting of plan? ters and wealthy slave-owners was held at the Governor-General's palace last night. The parties were unanimous iu their approval of abolition of slavery by the Cortos of the mother country and in their disposition to obey the laws, but request that they may bo consulted as to the manner of oarrying out the law, so as to prevent negroes from becoming vagrants, and also to organize a Rystem by which agricultural interests will bo maintained. Slaves will remain witb their present masters, but will be placed nuder contract, and will receive the same pay for their services as is paid to freedmen. There are about tho usual number of cholera cases daily. There were seven deaths yesterday. There is no percepti? ble inorease in deaths from vomito. Tho small-pox is quite prevalent. HOME, July 4.-The Counoil adopted a prefaoe and the first two chapters of the infallibility soheme. The partisans of extreme infallibility refuse auy at? tractions and demand an immediate vote. The Bishops aro fast leaving, aud it is thought the final vote will be taken by the 10th. LONDON, July 5.-The steamer Robert Lo wo sailed yesterday from here, with an apparatus on board for repairing the Atlantic, cable near Heart's Content, and the French cable between St. Pierre and Duxbury. This steamer has just been built by the Atlantic Cabio Companies, and is fitted with the most approved ap? pliances. She will bo stationed perma? nently on the American sido, in readiness for contingencies. MADRID, July 5.-Tho Government authorities to-day officially deny having made any but confidential overtures to a foreign' Princo. White's famous time about five hours. The Natchez was detained by a heavy fog 120 miles below and hud not arrived at G p. m. In the House, Palmer, from Special Committee, made a minority report, accompanied by a bill, to establish a postal telegraph company. After a three hours' discussion, the report of the elec? tion committee, declaring Adams, the sitting member from Kentucky, entitled to his 6eat, was agreed to without a divi? sion. A resolution was passed, giving his oontestent 85,OOO for expenses. After a two hours' discussion the Virginia case of Tucker against Booker, was reported iu favor of Booker. Leathers, of the steamer Natchez, says that, deduct? ing six hours laid np by fog, and thirty six minutes lost repairing a pump below Helena, the Natchez beat Lee's line some twenty minutes. RICHMOND, July 5.-Judge Guigan, to-day, decided in tho coutested city election that the matter of illegal and fraudulent votes can't be gone into. Had this matter been opened tho legnl proceeding would have oxtended beyond the term for which tho city officers nro elected. The Republicans claim that this decision, in effect, gives tho city affairs to their candidates. The conser? vatives still contest the caso on the ground of informality in eleotion. JACKSON, MISS., July 5.-Tho Fourth was a failuro hero. A serious affray oe curred, to-day. at Wesson, fifty miles South from here, between the hincks and whites.
