This dangerous principle is capable of indefinite extension, and, if pushed muoh further, as it probably will be, will result in making a complete farce of all Congressional elections, and enabling whatever party has control of Congress to pack that body with Us oicn tools, lt is one of the deadliest of all the blows struok at popular government in this country. There is not an honest mau of any party who does not feel that it is a wrong and an outrage, whether it makes for his side or not.
