OF rsa' B?DICALS VS, xa?So^nraa^ make the fol??iring extract from the speech of Se??or/ Bayard, ih the United States ^e'^Stthern , States vere over? thrown in their straggle fer a separate national existence. Heroes of the Sooth gave (hp their ewer de to heroes of the North, . who received their paroles of honor, whioh have been kept ever since inviolate. Ghastly and dreadful as were tho -wounds ' inflicted in that terrible straggle, yet, nt its close, there stood the' gpeat ^isimexlicatri? naturce, ready and .able to draw together the ragged edges, bind up tho lacerated parts, and let them, heal 'by their first intention.' Time,. too, who lessens, every haman grief, would have:covered with his wings much of tho natural bitterness engen? dered in snoh a strife and steeped it in oblivion. If a wise and generous policy had, in 1866, been proposed and fol? lowed by Congress toward those who so i lately had confronted them in arms, bat ?who had fully and wholly surrendered the, argument of force, and had freely given tho most unmistakable evidence and pledges of their willingness to accept the situation, and cou form their former, pretensions to the logical de? mands, of events, how easy and how certain would have been the restoration of -that Union so dear to the American heart? "But, Senators of the radical party, yon prevented this 'consummation so de voutiy to be wished,' and did it for thc sake of party ends. The Booth wai down, and when she was down yoe struck her. Your blows were foul blows, and cried shame upon you as you in? flicted them. You have unnecessarily and'wickedly added hutmlialiou io thc cup of sorrow the Southern people bav< been compelled to drink, and drink sc deeply. A brave and generous people by the fortunes of war were subjected tc your rule. Their hands were stretchec ont to yon and were rejected; thei honest pride ingeniously and cruel!; wounded: and you have lost that con fi dence and friendship which, for the saki of jour country? you should have calli Tated and valued. "By your coarse of action, the peep! of the other soot-ions of the Union bavi been deprived bf their natural allies ao< auxiliaries in bearing their vast barden of national debt and taxation, and th advancement of your, country's pros perity bas been greatly retarded. Yo haye placed and kept the people of th South in loathsome subjection to th most debased and worthless classes c their, inhabitants, at the cost not only < justice, decency and good governmen but abo at sn enarmono pecuniary e; pense to the Northern and Western pee pie. And in order to accomplish a this, it was necessary that you shoul disregard and violate nearly every lim tation imposed upon your power by tl Federal Constitution, and postpor almost indefinitely the time when tl States of the South shall be a source < strength, happiness and pride to those i the other sections of the Union. W: you bo sustained in all this by your pe plo? It.is a grave question, which, f< the sake of the Union of our fathers, trust may soon be answered in the neg tive;" Tia Cnow OP THE TOURNAMENT.
