COLUMBIA, S.. C. Friday morning, February 18,1870. A FINK Fiann FOB WORKINGMEN. Under this heading the New York Herald Baja the South, from Virginia, yea from Maryland to Texas, is affine field for workingmen at this time, when in all branches of labor and trade in the North the supply of workingmen so far exoeeds the demand that many thou BBU?3 of willing hands are our of em? ployment. "The . South?" says the Herold, ??invites them to .'domo on,' we hare room enough, and work enough, and land and bread enough, for all. Why cannot societies, then, be formed in the cities and towns of the North, where labor is in excess of the demand, for the purpose of providing work and homes for these unemployed, able-bodied men in the South? We would call the attention of all concerned to this im? portant subject.Tho Herald is right. The South offers a field in which capital and industry can find a remunerative re? turn, and to which the honest settler, from whatever State or country he may come, will be welcome. GEN. BUTLER'S DISABILITY BILL.-The bill which Gen. Batter reported from the Reconstruction Committee on Thursday, is not the kind that is wanted. It makes the conditions which a person must Ali before receiving his pardon, too embar? rassing and humiliating. It arranges for public notice to be given of the in? tention of each one to apply before the courts for a removal of disabilities, and thns a sort of- interest is given to each occasion; and the recital of a penitent's "acts done against the Government" is heard by hundreds of persans who have ?one the same thing, and an espril is ex? cited which is more apt to revive old rebel jubilation than to reclaim old rebel sinners. What we want is something broad and statesmanlike, something that is univer? sal, which excepts nobody, imposes no conditions and asks no retractions, but which simply says: "We forgivo voa; go and sin no more." There is nothing to do but to issue a general bill under the clause of the fourteenth amendment, providing that two-thirds of each house of Congress may relievo personal disa? bilities. MYSTERIOUS MURDBR IN SAVANNAH. The Savannah Advertise)' reports tho murder, in that city, of a negro named Dorsey Fields or Paul Bryan, hailing from Purysburg, South Carolina. Said Commissioners are authorized, and are hereby empowered to visit, at all times, and inspect any point they may deem necessary for above mentioned purposes, and are empowered to call to their assistance so many persons as they may deem necessary, in case of resist? ance; and any person refusing to give such assistance shall be liable to a fine of not less than ten, nor more than fifty dollars, to be recovered in any court of competent jurisdiction in the State. 5. The pay of said Commissioners shall be, to each, two dollars per day for eaoh day, and ten cents per mile for euch mile traveled, iu the disuliarge of their duties: Provided, They snail receive pay for not more than ninety days during the year 1870. Orchard, for assault and battery, the Jury, after being out until a lato hour on Wednesday night-, returned a verdict of not guilty. The Grand Jury returned the following true bills: John Blakely and Thomas Pope, assault and battery; Edward Simp? son and Henry Williams, petit larceny; George C. Becher, horse and mule steal? ing; John W. Williams, petit larceny; Alexander Civil, assault and battery; Ed? ward Williams and William Smith, mur? der. In the cases of John W. Williams, for burglary and grand larceny; and Henry Huffman and Thomas Byalla, for assault and battery, no bills were found. The case of George W.
