LONDON, December 17.-The AUbama question is again engrossing public ut tenwooif The celebrated "Histori?os" pnblisjfces a long communication in the Times, this moroiu^, wherein he asserts that tlM European States refused to con? sider Jefferson Davis and Robert E. Lee "pirates," for tho same reason that France, long before, refused to so regard Benjamin Franklin. The analogy in the coses of Paul Jones and Admiral Se m mee, he thicks complete, and thence goes on to draw obvious inferences. The Times, oh ' the. Alabama \ claims, . says : . ?If Mr; Motley pronoses. thai, negotiations for th? settlement of the claims be re opened at Washington, the proposal will be accepted. Wo most add, that it would be useless to negotiate, or to talk of ne? gotiating, tinlees each side is prepared to enter upon negotiations with confidence in the honor of the other. The charge mode by Americans ie, that wo did not show a proper feeling towards them dur? ing the war; that our want of propel feeling led us to afford unfair assistance to their enemies. The defence is, that it wat oar duty to abstain from showing feeling towards, either side; that the el leged unfair assistance was a strict ob s?rvanos of neutrality. It is plain, thal satisfactory relations between the twe countries cannot .be restored until w< understand and respect the craving ot Americans for sympathy, and they un dersfcand the difficulties of our situatioi as impartial by-standera, injured by i war in which we felt bonnd to abstaii from interference. We shall never arri vi at the restoration of friendship, if wi begin in the spirit of pettifogging attor neys.. American statesmen and writer may remember with advantage that ou blood ie, after all, not very different froc their own. Englishmen have suscepti bili ties as well as Americans. It is no probable we shall be drawn towards th Americans by the suggestion that we ar insincere, ana bent on hoodwinking thos with whom we profess to be deal in, openly."
