He deplored the Italian law subjecting clerical stu? dents to military conscription, as an in? fringement apon tho rights, liberty and immunities of tho church. He dwelt on the evils afflicting the church in Austria and Hungary, and on the complaints of the bishops r>t those countries. He said events in Spain give cause for sadness and mourning. That the zeal of the bishop in Poland is undaunted by Rus? sian persecution is a cause of congratu? lation. T!ie allocution concludes with these words: "Let tho enemies of Christ consider tho fate of his enemies. Let os pray that they may be restored to tho paths of justice, and that tho church may be orowned with fresh triumphs."
