He deplored the Italian law subjecting clerical stu? dents to military conscription, as an in? fringement apon tho rights, liberty and immunities of tho church. He dwelt on the evils afflicting the church in Austria and Hungary, and on the complaints of the bishops r>t those countries. He said events in Spain give cause for sadness and mourning. That the zeal of the bishop in Poland is undaunted by Rus? sian persecution is a cause of congratu? lation. T!ie allocution concludes with these words: "Let tho enemies of Christ consider tho fate of his enemies. Let os pray that they may be restored to tho paths of justice, and that tho church may be orowned with fresh triumphs." BREST, Juno 30.-This morning, at 9 o'clock, Qreenwich time, tho Great East? ern telegraphed to us- "We are going to cut the cable," and no siguals have been received since. The first sign of some? thing wrong in the electrical condition ot the cable oocurred this morning, but nothing of a definite character. The electricians see no reason for alarm. The horses will probably perish for want of the hay aboard the captured vessel, the Catheriue Whiting. Mr. Thornton, thefBritish, and Mr. Ro? berts, the Spanish Ministers, have been in consultation with Banks. After consult? ing, the Cubans visited the President and Rawlins. Banks asserts that the Cubans will obtain early independence, nnd thinks that the Government will de? clare them belligerents before many weeks, Yestorday'8 Express hos the following, regarding the monev panic: "It has leaked out to-day, that $5,000,000 in greenbacks has been locked up by par? ties manipulating the money market, to effeot prices generally. All the vessels are now at the Brooklyn Navy Yard. The Alaska brings Aspinwall dates to tho 23d ult., aud $07,000 iu specie.
