BED TAPK TS RUSSIA.-A Me m el letter relates an ' incident which shows that tho role of red tapo is still powerful in Rnssia. On the 9th of August, a fire broke out in a farm? house, in a Russian village, just across the Prussian frontier. Tho fire might easily have been confined to one building, by a single fire engine; but, unfortunately, the Rus? sians did not possess such a thing. But aid is near; a fire-engine from n Prussian Tillage comes rattling np to the rescue, and, in ten minutes, can be in foll piny. It reaches the bar? rier of the frontier, bot the firemen had no passports, and the whole vil? lage, with tho exception of throe houses, burned down in the mean? time. M. Caliste Sais, in a communica? tion to tho French Academy, de? scribes a method of forming dia? monds which ho is confident cannot fail. A ' stream of chlorine gas is passed over fused cast iron, forming a perohloride of iron. This volatil? izes, .and the carbou of the metal re? mains intact. The carbon then, the author insists, must crystnlize and form diamonds. One kilo? gramme of iron will produce sixty gramme* of jewels, the raw material costing twenty francs, and the dia? monds producing 75,000 francs. There is a steam engine in New | York that runs 125 presses, prints fifty .different newspapers, makes hoop-skirts, binds books and runs n mile of shafting. Ale! Ale!!
