The .establishment of schools and orphan asylums in the Sooth was also recommended. The same action was taken in the Plenary Council, held in Baltimore. ' A wealthy man in St. Louis paid his taxes by a check of 810,000 on a banking house. The collector did not present the check the day it was drawn, and the next day the bankers failed. The collector has sued the gentleman for his taxes, and the courts have decided that a check is not a legal tender for debt. The "Grecian bend" has reached Charleston.'
