WASHINGTON, April ll.-In the House, Woodward introduced a bill to test tho constitutionality of ques? tionable Acts of Congress, which was referred to tho Judiciary Committee. The Act provides that if thc Attor? ney-General 6hall bring any bill vetoed by the President, on tho ground of unconstitutionality and passed over the veto, before tho Su? premo Court, on a figured issue, the decision of the Supreme Court ou such figured issue, shall be valid. In the Senate, tho managers asked an amendment to tho rules, whereby each side might speak without limita? tion to members. Howard objected, and tho motiou goes over. General Thomas was agniu on the stand, un? dergoing a perplexing cross-examina? tion by Butler. Geu. Sherman was on the stand; the managers object to the evidence. Another very sharp contest is pending. Stanbery, Evarts, Butler and Wil? son, participated in tho debate to? day. Stuubery called ou the Chief Justice during the debate to stop Butler's personal aspersions. AUGUSTA, April ll.-The attention of Gen. Meade being called to thc courso of Lieut Charles T. Johnson, of tho 15th Regiment of Infantry, in arresting Judge Pope, of the Circuit Court of Calhoun County, Alabama, and closing tho Court, owing to dif? ference in construction of tho orders with reference to empanelling juries, the General Commanding publicly declares his assumption of authority to arrest is deserving tho severest censure. Meade further says that the object of these orders was not to declare that all juries must be in part composed of colored men, brit simply to remove the distinction which the laws of State in this district made on account of color. The Commanding General trusts this disapproval will render subordinate officers cautious to refrain from hasty and unauthor? ized exercise of power, vested only in highest military officers. In order that there may bo fair? ness in tho approaching election, Gen. Meade directs that tho ballot \??L shall not bo opened, or votes counted, or nny information of the progress of tho election bo given. When tho polia nro closed after vot? ing, the managers shall select two men of character from the opposite party, who shall bo permitted to be present at the counting of the bal? lots, so as to witness and verify such countings.
