ground of unconstitutionality and
passed over the veto, before tho Su?

In the Senate, tho managers asked

AUGUSTA, April ll.-The attention
of Gen. Meade being called to thc
courso of Lieut Charles T. Johnson,
of tho 15th Regiment of Infantry, in
arresting Judge Pope, of the Circuit
Court of Calhoun County, Alabama,
and closing tho Court, owing to dif?
ference in construction of tho orders
with reference to empanelling juries,
the General Commanding publicly
declares his assumption of authority
to arrest is deserving tho severest
censure. Meade further says that
the object of these orders was not to
declare that all juries must be in part
composed of colored men, brit simply
to remove the distinction which the
laws of State in this district made on
account of color. The Commanding
General trusts this disapproval will
render subordinate officers cautious
to refrain from hasty and unauthor?
ized exercise of power, vested only
in highest military officers.
In order that there may bo fair?
ness in tho approaching election,
Gen. Meade directs that tho ballot
\??L shall not bo opened, or votes
counted, or nny information of the
progress of tho election bo given.

lina in the matter of real property

under executions for collection of
State taxes, it is ordered.
That upon the land being exposed,
the Sheriff shall announce that the
land is to be sold for the tenn of
seven years, and shall thereupon bid
for il the whole amount of the taxes
and costs then due, including the
costs of executing, stamping and re?
cording the deed; that if there be uo
higher bid, the Sheriff shall there?
upon proceed to couvey the use of
the land by deed to the State of
South Carolina for the term of seven
years; that upou the conveyance
being executed, tho Sheriff shall i
immediately procure the same to be j
recorded in the office of the Clerk of j
the Court of tho District in whioh
the land is situated; and sholl, within
two weeks' time, trausmit tho original j
deed to tho Treasurer of tho State, '
who shall enter in a book, opened j
for tho purpose, an abstract of the ?
deed and tho amount of the consi- j
deration; and the same shall then be
filed and recorded iu the office of \
tho Secretary of State; and that an- j
thority bo given to the Governor
?f said State, empowering him,
thirty days after the deed shall have ;

however, that if thu proper tax
payer shall, within the said thirty

amount of the tax due, together with

Secretary of State, and twenty-five
per cent, upon such full amount, then
tho said deed shall be cancelod upou
the exhibiting of ii certificate from
tho Treasurer that such payment
has been made; and all the foregoing
proceeding shall thereupon be of no
effect: And provided, further, That if
the samo shall not have been so
paid within the thirty days, then
the owner of the fee shall be entitled
to redeem tho property in like man?

tho day of sale, by paying all of said
amount and costs as aforesaid, to?

und that if not redeemed in ono year
from the day of sale, the Legislature

bill shall bo found to be correct, and

Comptroller-General shall draw his
