Stevens' amend? ment as to-universal suffrage, was re? jected without division. Spanlding'a substitute was adopted-it declares tho Montgomery Constitution the fundamental law of tho Provisional Govern mont. The officers recently el.ioted, aro to qualify and enter upon tho discharge of tho duties May 1st. The Governor may convene the Le? gislature elected under said Constitu? tion. The Legislature shall possess all powers conferred by tho Mont? gomery Constitution. The majority of tho electors qualified under the Act of Congress, March 23. 1807, have adopted a Constitution, and the Legislature 1ms ratified the fourteenth article of said Constitution, it may be presented to Congress for approval.
