A bill authorizing the Secretory of War io employ counsel to defend reconstruction officers becomes a law by the ?apse of ten days. Wade presided to-day during tho entire proceedings. This probably settles the question whether he will vote on the final issue. ' Farns worth's telegraph bill con? tains fifteen sections, mostly devoted to the protection of the public against fraud and injustice from telegraph companies' agents and operators. The punishment is severe: Chase writes to the Senate express- ! ing, ia mild and somewhat indirect 1 to rms, non-concurrence with some pre bmiuary proceedings, holding: "That when the Senate Sits for the impeach? ment trial it sits, unquestionably, as a court. The Senate must necessari? ly roceivo notice of intention to im? peach from the House, but au organi? sation of the Senate into a court should precede the aotual announce? ment of impeachment on the part of the House; and articles of impeach? ment should only be presented to the court of impeachment. No sum? mons or other process should issue except from the organized oourt, and rules for its government should be formed only by the court itself." Chase finds himself unable to come to any other conclusions than the above, but adds: "I am informed that the Senate has proceeded upon other views "nd it is not my purpose to contest what its superior wisdom may have directed." ? Internal revenue receipts to-day $1,054,000. Gold in the Treasury 8106,225,000. Congressional. WASHINGTON, March 4.-In the House, immediately after meeting, Jenoks proceeded to urge his amend? ment, declaring that impeachment would be incomplete without crimi? nal charging. The previous question not being seconded, the article was lost. The House then went into committee of tho whole to appear with tho managers in the Senato to ?resent impeachment articles. The democratic members remained in ? their seats, but the others formed in procession and proceeded to the Se? nate chamber. After their return, Gen. Grant was directed to report the number of votes cast for and against the Alabama Constitution. In tho Senate, the chair submitted a communication from Chase, which was referred to a Special Committee. The sergeant-at-arms announced the impeachment managers, who ap? proached the bar; the accompanying members arranged themselves around the back seats. Colfax was seated by Wade. Bingham read the articles of impeachment. Butler's, which quotes largely from the President's most stinging speeches, caused a sensatiou. Tho chair ?nid th? Senate will take action, and the managers retired. A committee of three Senators wore appointed to notify the Chief Justice and conduot him to the vice-Presi? dent's soot, to-morrow, at 1 o'clock. Several votes indioated a determina? tion on tho part of the Senate to ad? here to its rule, notwithstanding Chase's letter. Adjourned. The Reconstruction Conventions. The London Times makes a few sensible remarks iu regard to the fashionable mania for dining off horse-flesh, the details of such ban? quets becoming unpleasantly nume? rous in the public papers. It perti? nently suggests, that inasmuch os it is within the power of the oulinary art to make anything palatable by means of skillful cooking and cunning sauces, that some adventurous gour? mand try a dinner of plain boiled cab horse and turnips, or colt's jowl and cabbage. Should the report of such a daring philanthropist be fa? vorable, all opposition will be silenced. DEATH OF JUDGE GOUDELOCK. Another worthy and highly respected citizen of Union District has depart? ed this life. Judge Davis Goudo lock died on Thursday last, in Union ville, S. C., at tho advanced age of sixty-five. His death is a great loss to his District and to the State. He was a most excellent gentleman in every sense of the word. He was one of the oldest members of the bar in the up-country, and at tho same time one of tho most faithful, correct and attentive counselors. {Carolina Spartan. DEATH OP A GALLANT SOLDIER. Wo are paiued to record tho death of an old comrade in the Confederate service, Mr. Wm. T. Cleveland, of Fickens District, who died a few days ago, of disease resulting from severe wounds received in tho disoharge of duty. DARK PREJUDICE.-A recent visitor at a Ohuoh of England rectory, in an English village, observed that only oil lamps and candles were used in the house, though gas was to .be obtained in the neighborhood. The reason given was that the gas was mado by a dissenter. He had proba? bly erected his gas works in some? body's parish. Tho Boston Post tells of a wayfarer of suoh excessive politeness that he apologized to the slippery sidewalk for falling upon it.
