A negro was elected Assistant Secretary. Most of the subordinate officers are ne? groes. So far, th? Convention ap? peal's entirely in the hands of the extremists. WASHINGTON, January 21.-lu a conversation respecting the present situation and his future purposes, tho President said: "A modification -perhaps, I might say, a decisive change.-of public sentiment iu tho North, has been the consequence. One who held fast to a principle, .wheo a majority was arrayed against bim, is not likely to loosen his hold upon it when so much of the pressure has been removed." General Sowali, who traveled from Holly Springs to New Orleans, and thonco to Vicksburg via Baton Rouge, reports the Bureau in an unsettled state of affairs. There is no telling what the result may be. Great des? titution exists, but there is no star? vation. The planters arc without means. Comparatively few planta? tions will be worked this year, with comparatively more attention to ce? reals. Few contracts have yet been made with the freedmen. There is no organized plan on the part of planters governing freedmen's wages. A.limited amount of rations will be required in the river Counties of Louisiana, Mississippi and Arkansas. There is little cause for apprehen? sion inward. General Sewall reports many Bureau agents and citizens are worthless, and suggests care in the selection. Consul Heap reports to the State Department, December 20, that gen? eral starvation is in and around Tunis. A few days ago 109 persons died in one day in Tnnis. The greatest number in one day was 142. The Christiaus, numbering 10,000, and tho very poor are aided by the Jews, who number about 820,000. Tho trial of Surratt is set for the 2ith of February. The Secretary of the Treasury sent iu a communication to the Senate to? day, regarding the cotton claims. It appears the Court of Claims were denied an appeal to the Supreme Court, and that tho Secretary, after -ascertaining as nearly as possible the I net amount due on judgments in the Court of Claims, paid them. Tho Secretary of War has been di? rected to issue, for the relief of all classes in the South, tho dessicated vegetables that had accumulated dur? ing the war. SAVANNAH, .Tannary 21.-A son of J. The Committee to report names of fit persons for removal of political disabilities, have given notice to pre? sent claims of such parties. It is probable that the State offices will be shortly moved from Milledgo ville to this point. CHARLESTON, January 21.-The Convention, to-day, adopted a resolu? tion, requesting Gen. Canby to sus? pend sales of property under execu? tion for three months; also inviting one of the Solicitors of the State to aid the Convention in preparing bu? siness. A proposition to abolish tho District Courts of the State was voted down, on tho ground that under the Reconstruction Acts, the duty of the Convention is Bimply to frame n Con? stitution. The temper of the body is modendo, especially among the negroes. A bill of rights was sub? mitted to-day, which is vory conserva? tive.
