COLUMBIA. - - # Friday Morning, May 24. 188$ - - - 4r A Bother Impeachment Doma The New York Herald] of ' tho j 20th, has a very abusive article of tho President, Chief Justice Chase and all oOTJoerned -ia Che release of Mr. Davis. lu ita virtuous indignation, it says that tho law is a dead lotter; that tho blood of half a million of brave mort bas been spilt in vain, and tho country ia groaning under the weight of three cr four thousand militeras of debt-for nothing. Tho article is ono of those charac? teristic effusions which tho Herald indulges in in ita frequent tantrums. We are incliuod to think, from tho bitterness w^h which it assails Chief Justice Chase ?or thc rel?ase of Mr. Davis, tliat there is some political end in vi?w, and that tho objeot is to da mago him as a candidate for tho Pre? sidency with tho radical party. "Wo imagine this to bo tho case, from tho cry of ''stop thief" which-Ve mises, when in thia articlo . he accuses *hc radical Chief Justice timi bis par ticu? lar friend, and, ..supporter, .JEtoraco Greeley, of couspliTug to release Mr. Davis for tho pnrposc of "gaining eclat and the good will of tho South for a political I objoct." It will be seen by the subjoined paragraph that tho Herald, not content with these idlo charges, nrges the impeachment of the Chief Justice. It says: "Wo know not yet what may bo the chief object of the proposed assem? bling of Congress in July, but wo should not bo surprised, looking at tho feeling of the country nt the escapo of Davis, if it should be the .impeachment of Mr. Chase. There never was greater canse for impeach? ing a high, public functionary. There never waa more criminal neglect of au importaUit dnty. The principal administrator of justice and conserva? tor of tho laws of the republic has wilfully let tho greatest crime go un? punished, and thereby endangered the institutions of tho country and tho credit of tho Government. If we mistake not, a day of retribution Ls not far off. The radical friends of the Chief Justice iu Congress will hardly bo able to save bim from the consequences of bis gross official mis? conduct. Public sentiment will force that body to take action in the mat? ter." It is likely that tho Impeachment Committee will have their hands full; for tho correspondent of tito Cincin? nati (laze/it says Unit, that committee is looking into the operations con? nected with tho release ol Mr. Davis, aud he alleges that the President was directly responsible for thc course pursued, having insisted, through the District Attorney, that tho trial should not proceed, and that the pri? soner should bc admitted to bad. Thc Attoruey-Geuerul is to he sum? moned before the Committee regard? ing tho matter. If ever there wat a more farcical or contemptible exhibition of party spite than this impeachment business, in the history of the Govern mont, wo arc not aware of it. The great ue cuser, Ashby, and tho committee, for many mouths past have boen trump? ing np hundreds of witnesses upon whose evidence they could base r.rli cles of impeachment against the Pru? dent, but thus far have utterly foi lc 1; for a year or two, witnesses were suborned-afterwards proved to bo perjurers-to swear that Jefferaoii Davis was au accomplice in tho assas? sination of President Lincoln; and now they would impeaoh tho Prosi sident aud thc Chief Justice who would not attend thc trial-of releasing ii prisoner on bail against whom no offence, np to tho lime of bis discharge, could bc proven-for it is reasonable to believe that ii any charge of the assassinai ion plot, or even of treason, could have been tnc CCSSfully brought against him, ho would have been tried long ago and suffered the penalty. Tho truth i.?, thc release of Mr. Davis was u groat stride towards the pacification of ibu country; it at once renewed good feeling, and by thus placill a mighty obstacle in the way of continued i ec tioual agitation, frustrated, to a groat oxtent, the designs of those who .-eek in this way to retain party as? . nd ancy. -* m ? ?? -- - Robert J. Walker is authority for the statement that Russian Ann nea was offered to tho United States, un? der Polk's administration, for no? thing, and refused. The Russian Consul, at New York, says that the failuro of the Pur Company rendered tho country a real encumbrance to Russin, and that the opportunity of throwing off thc burden will be felt tts a great relief. A ftncir Ut-union. Politics .pr public, occasions bring, abotft siuguUr sooial ^e-dpions^as welles makec-queer bedfellows; and tbe occasion^- tho trial of Mr. D*vis -which b Angil t Republican editors and 'tho fiery Southern editors of Richmond together around the social board, was a remarkable illustration of this Faying. ' The entertainment was given by tho Richmond editors to their visiting brethren. The ac? count given says that the seat of honor at the "head of the table was flited by Horace Greeley. Thermo were also present Mr. Townsend, of tho Tribune, Mr. Poore, of tho Boston Journal, O'Conner, of tho New York Times, and a representative of tho National Intelligencer. Ono account of tho banquet says: "Mr. Greeley declined to partake of thc supper, ns it was his custom never to eat at that hour, but made an appropriate response to thc toast, 'A re-nnited North nnd South.' Mr. Greeley was observed to wear a black slouch hat, and to a remark from thc spokesman of the Richmond Times that bo waa expected to appear in tho renowned white hat, ho replied that hj? had never owned but ono white hat in his life. Tho Tribune philoso? pher was quito easy and communica? tive, and regaled those near him with a number of jokes upon himself. Ho Said that on ono occasion, whilo walk? ing along tho streets of New York, he board ono Irishman say to an? other, 'There'sGreeley.* 'Toil' says thc other, 'that cau't be, for Gree? ley's a naigur!' " As wc are on the highway to recon? struction, wo are sure that such so? cial parties as the above would aid in making the progress go on pleasantly and smoothly. How much more to the purpose of re-establishing good feeling is such a meeting as this, than tho motley crowds which Wilson, Kelley and others draw together to hear their bitter harangues!.. The clever editors of both sections could, if let alone, fix up thc business in a hurry. -. -? - Mm i la mc Hit-tori'* Nueces?. The radicals bave spared no exertions to keep the Southern Ht at es out of the Union until the blacks should, under the law, exercise tho privilege of suffrage. They have not, however, displayed anything like tho same interestr'of energy- in negro suffrage in the Northern States. This would at first seem inconsistent, and inconsistent it would be for any other than an Abolition party. It is, however, susceptible of .explanation. The radicals havo counted certainly upon the votes of the negroes of tho So.ilh en musse in their favor. They were afraid to trust to the negroes of the North, who had lived among them and understood thom too well, to vote ns they did." There are no people in the world with whom eloquence is so universal ns with the Irish. When Leigh Richie was traveling in Ireland, he passed ? man who was a painful spectacle of pallor, squalor and ifl'g gea*hess. His heart smote him, und e turned back. "If yon ure in want," said Richie, "why don't you beg?" "Sureh\ it's begging I nm, your honor.'' "You didn't say a word."
