If you summon a darkey to your room to learn from him why you? boots have not been returued pronjpt?y iu tho morning, 3'ou are charged fifty cents nt the office, on tho plea that you have beeu usiug the servant in performing some service or erraud for you. If you sit up late % at night, burning even your "own can? dle, tis I did, you are charged another fifty cents, for extra light. You may protest until you uro speechless; the proprietor will be inexorable. He will tell you that the servants reported a light in your room up to 2 o'clock iu the morning, and that he supposed that, of course, you had obtained an extra pieco of candle from the hotel; and., finally, there is your bill already made out, and ho does not propose to take the trouble of making out n new ono. Of course, you pay, and depart, .vowing never to submit to such extortion again ; btlt before an? other day-has passed over your head; ^fe^toid yourself a victim to the same or a similar system of hotel swin <"?ng. This holds good of the Charles? ton and Columbia hotels, but is espe? cially noticeable in the emall^ountry places-the inns, taverns and board? ing-houses-where a very unsettled idea of the value of greenbacks ex? ists, and a Beale of prices similar to those prevailing in Confederate times . is maintained. Tho Northern man who trusts himself in the clutches of the hu'el-keepors of South Carolina, may take warning in time, nnd bring With him on his trip n bale of green? backs, which will be barely sufficient j to cover" tho expenso of au ordinary economical journey; but if he be a hoavy drinker, ho should not leave the coast, for tho further ho pro? gresses iu the heart of tho State, the moro expensive will become his liquid indulgences-fifty cents a drink being the average, Nfcw JEKSF.Y.-The rud'cal party in Now Jersey has hopelessly split in' twain on tho question of black suf? frage, and tho distress thereat among the faithful is really painful to people afiiicted with a charitable bias. The same elements of discortl aro at work among tho party in other States where it has hitherto been predominant, OXtd the signs indicate the probability of its dissolution at no remoto pe? riod. A party moved by no higher objects thau that which characterizes radicalism cannot endure. The mad? ness and passion which gavo to it its ascendancy must soon pass nwaj*. It had its origin in diseased minds, and drew its .strength and growth from tho violence' and corruption of the times. A sober, wholesome popular sentiment must necessarily prove fatal to it, and what is now taking place in New Jersey will soon bo oc? curring in eveiy other Stato in that direction. The leaders of tho party see it, and hence their efforts to build up an organization o? tho kind at thc South. In Arkansas, Governor Murphy has issued a proclamation, based ou an order from General Ord, dissolv ing the Legislature of that State. Tile Illot nt Utclkuiqntl. Our render;- have been informed by telegraph that a riot occurred" in Bich j mond on Thursday last. Wo extract from the report of the Times such j paragraphs hs will give our render? jail tho necessary information as to tho origin, progress and end of'the disturbance: An we" learn, the Washington Fire j Company were trying their engine, I when a negro remarked that the Rich? mond engines "could beat dat Wil? mington company all hollow." To this remark, a member of the com? pany,' near by, took exception, and. struck tho negro. This caused a fight between them, which waa stopped by tho arrival of Sergeaut James B. Southall and Mr. Snooks, of tho city police, tho first of whom arre, ted the fireman and the latter tho negrc. The policemen then started off with their prisoners, with a largo crowd of whites and negroes following, a Inigo majority of them being negroes. A little beyond Eighth and Cary streets, Sergeant Southall, on de? mand of Captain Charters, released tho fireman, and took charge of tho negro which policeman Snooks had arrested. Tho negroes, seeing that thc whito man had been released ana tho negro was retained in custody, became en? raged, and commenced crying, "Bal? ly, boys! Bally, rally! Lot's take tho prisoner away from tho d--d rebel policeman!" and started after the Sergeant, who, seeing them com? ing, started to run, still holding on to his prisoner. Tho negroes threw seve? ral bricks at him,, one of which knocked him down, and forced him to release tho negro. At this mo? ment, Oup.tuiu Jenkins and Sergeant Pleasant** arrived and arrested tho negro. Sergeant Southall got up, immediately after being knocked down, when somo negroes seized him by the arms, and endeavored to take his pistol out of his belt. Sergeant Pleasants, seeing this, drew his pistol and made the negroes release South? all. While this waB going on, Capt. Jenkins had hurried on witli tho no-. {?ro, still followed by a large crowd of negroes, who succeeded m getting the prisoner away again, nt the cor? ner ol Seventh und Main streets, but tho Captain nnd a policeman recap? tured him. and started np Seventh street, the negroes still following. During tho whole of tho excite? ment, we did not see any weapons displayed by tho negroes, but ofton heard tho remark rnado by them, "If tho whites want anything, wo can givo it to them. Wo havo the wea? pons to back us, and blood will be spilt." The number of roiters is es? timated at or about 900 men. As soon as the excitement occurred, the negro barber living at the corner i of Eighth and Cary streets, and whoso shop is tho headquarters ol tho negro militia, rushed out of Iiis shop, and, pulling up his striped barber's pole, plunged into the ex? cited throng, yelling most vocifer? ously, "Freedmen to tho rescuo! Save your nation!" Ho joined in tht chase after the police, flourishing his improvised bnnner aloft, and yelling all tho while. He was evidently seek , ing tho leadership, but his erratic movements were brought abruptly tc n termination by several negroes it the throng, who told him to take down his "old stick," and sto\ making a "d-d fool of himself.' Tho banner dropped and tho bcarei slunk away. Moyor Mayo then addressed tin mob, but although they cheered him they did not disperse. Tho riot wa brought to a close ns follows: In less than five minutes afte Gen. Schofield appeared on th ground, a detachment of soldiers thirty or forty strong-carno up at double-quick, and dividing into de tails, proceeded with fixed bayonet to olear tho streets.
