SIR: Your letter of the 22d instant to the "Proprietors of the Intelli? gencer," has been referred to this office. I reply that the law requiring stamps upon conveyances, bonds, notes, &c, took effect October 2, 1862, and that no stamps are neces- i sary upon instruments issued prior to that date. A bond for the payment of money ?3 subject to stamp duty at the rate of five cents for each $100, or fractional part thereof, as "writien or printed evidence of an amount of money to be paid on demand or at a time desig? nated ;" a personal bond, given as se? curity for the payment of any definite or certain sum of money, exceeding $100, and not exceeding $500, is sub? ject to a stamp duty of fifty cents, and to fifty Cv .os additional for each additional $500, or fractional part thereof. An instrument subject to stamp duty, but issued and used, unstamped, prior to August 1, 1864, may be made valid by stamping it as required by section 163 of the Act of June 30, 1864; if issued since that date, the case falls under section 158 of said Act, as amended by the Act of March 3, 1865. DAVIS.-We feel warranted in stating to the public that the revelations of the last ten days will justify us in announcing now that the Government has decided that Jefferson Davis shall be tried for treason and other high crimes before a military commission. The signifi? cant summoning to Washington, therefore, of such distinguished Generals as Sherman, Sheridan and Meade, and the recent arrival there of Burton N. Harrison, who was the private secretary of Davis during the rebellion, may now be understood. The pirate Semmes is also soon to be tried by a naval commission at the Capitol.-Wilkes' Spirit of Ute Times. "Perlcy" telegraphs from Washing? ton as follows: Senator Howard spoke at length to-day in favor of his resolution re? commending the trial of Jefferson Davis and C. C. Clay for complicity in the assassination of President Lin? coln. It is understood that Judge Advocate General Holt has been placed in possession of important evi? dence sustaining this charge, since the execution of the other conspirators. THE NEGRO CONVENTION.-The se? cession of Fred. Douglass aud others from this convention is the burthen of a long letter in Monday's Chronicle. It appears that the Virginia negroes had one white delegate; that they aro not clearly opposed to being settled in a colony of their own, somewhere in the South; and that they are dis? posed to consider themselves fit rulers for their colored brethren. None of these things suited Fred, and the rest. Consequence-secession and the Vir? ginia negr?es lef?\to themselves. ALL, FOR Two CKNTS.-The Trea? sury Department, in settling a balance of two cents due to Erastus Foote, sent a draft to him worded and num? bered as ?0II0W8 : "Draft 2,950 on Treasury warrant, Treasury of the United States. No. 1,954. Washington, January 8,1866. At sight, pay to Erastus Foote, Col? lector and Disbursing Agent, or order, two cents. F. E. Spinner, Treasurer of United States. Recorded Janu? ary 8, 1866. S. B. Colby, Register of the Treasury, Assistant Treasury United States* Boston, Massachu? setts." On this important document, there were seven signatures, and all foi; two cents. The gentleman who owned the draft was offered a dollar for it this morning, but said he would not sell it for five dollars. [Boston Traveler, ld. FREEDMEN.-We have taken es? pecial pains to inquire, and have been informed that the freedmen through? out thc District are entering into and making contracts very readily for the year; and, too, are working a* as? siduously as could be expected of them. We know this, that the signs are in their favor; for Ave have much fewer idlers and wood-choppers about, the streets than formerly; and the pig-styes and chicken-roosts do not complain as they have been wont to do. The masses of them seem to have some faint idea of their real condition, and are acting accordingly, blank forms of contracts being in demand. [Greenville Enterprise. It is said that if the bill for giving Gen. Grant the rank of full General becomes a law, it will be followed by another bill conferring the rank of Lieutenant-General upou Sherman and Sheridan. Admiral Farragut will likely be made a full Admiral, the Vice-Admiral in the navy being equal to the grade of Lieutenant-General ' in the army.
