The State Senate ?nd Mr. Leslie. The coarse of events in South Carolina may not warrant the expectation that, when political bandits light over the spoils, hon? est folk will have a chance of getting their own ; but it is a consolation to bo assured that no Democrat or Reformer can say harsher things o( our Radical legislators than these very legislators say of them? selves. Confiding in their voting majority, with two years of official existence before them, some ol the ruling spirits of the party seem to have abandone* ail pretence of decency, and show themselves ard t?*?x j3 colleagues in colors whk-h prone thai, ior once, Beelzebub is qri:e as ShtGE as be is painted. Noiorions anxyng liies? ?iiain 8poken politicians is Secaior C ?- Leslie, the former Land Comrmssi:-*?*?-. a man who i3 cognizant of a*2 the oarj*ajsaan af ihis party, and thinks :: g?>:>5 inn to aechar? thxt there is no health is. iL During the debate cn ile Land Commis? sion, on the 10th Instant, Senator Leslie, with wondrous frankness, auoourjed that "he "thought sometimes that it was best to lett a Hie. bat, when he* vms* caught al it, be "thought it jvaa best lo tell the truth ;" which naive confession he followed up by saying to his fellow-senators : "D^n't-thitik that you "are any more honest than ? am. We are "all corrupt." We doubt whether an*ef froairy so brazen was ever wituessedbefoxe on the flow of at legislative chamber. A.] few days ago, Senator Leslie on ce. m o re held np himself ah? h is party colleagues to oppro? brium and public shame. During the de? bate on a motion to adjourn,*he said: "I "don't know that there is any respectability "in the Republican party. * * * The ..Republic-til party has died out in this State. "It hms become too mean and contemiptibie "tb live." These are fair specimens of the style of, debate ls which Senator Leslie 4s wont to indulge-as reported io the public prints, 1 *' We knew, whatever Senator Leslie may say, that there are honest and conscientious men in the State Senate, who study and de? sire the good of the people. But the iii bkd foals ita own nest; the garrulous senator casts over the whole Senate the mantle he willingly wears. Were an indiscreet report? er to write ot the Senate with one-tenth of the rancorous violence which Mr. Leslie is pleased to use, he would be expelled] from the floor and made to do penance in 1 the gallery. Yet, strangely enough,. the Senate bas naught to say 1B its ownvio?n catioa. The Senate is dumb, although every senator is stigmatized by Mr. Leslie as in -decent and dishonest. Does the Senate re? gard Mr. Leslie as a privileged person ? Is he the-jester of that dignified-body ? Of is it -^as Mr. Leslie ia reported to have said that the senators are too much in Mr. Les? lie's power to dare to utter a word against him ? The General Assembly was thorough? ly. Radical two years shicer at that titn.e Br? Leslie wonld have been expelled from bis 8.eat had he ventured upon the'indiscriminate abuse which now passes unnoticed and un coodemned. THE clerks in the departments have so very kind comments to make npon Hie speech of Senator Robertson, delivered on Monday .on the civil service bill, and in the coarse of which he intimated broadly that many of them systematically neglected their duties. Senator Robertson said: "I have had occasion very frequently to visit the Post-office Department and the Treas? ury building. Upon an average I have not found more than a fifth ol the clerks employ? ed. * * * I know of one clerk who ?".as not been at the department for twelve months, but draws nts pay regularly. I have com? plained of this .myself to the head of tlie de? partment, and told bim Kwas wrong. He said the clerk was. kept lo there by some poli? tical influence, and mentioned the name." - ? * ?m M ? The JIunicijtai Insurance Scheme. /Alluding to the proposition that the City of Charleston should go into the iusurance business, municipally, that able monthly The Insurance Monitor, remarks : uNo American city or State has as yet, wc believe,- put tbat plan into actual practice, al? though ithaB been projected a score of time*. Within less than two years some of our politi? cal managers have talked about clothing the City of New York with insurance powers, but have never consummated the absurdity. As a political machine, a municipal Insurance office would, perhaps, bo a very nice thing; but for the purpose of underwriting, lt bas several times been demonstrated in Europe to be an unmitigated humbug and a disastrous loss. Before our South Carolina friends really per? fect the proposed measure, we would recom? mend them to correspond with posted men in Leipsic or Dresden, or some other continental city. If they are bona fide disposed to Inquire, tor the good and the honor of Insurance, we will name them reliable correspondents, and will Introduce them on such a todllng as will secure prompt and exhaustive Information.?' TEE Germana or the West are moviug in force against Grant and bis administration. At a meeting hold in St. Louis on the 5th, the Germans adopted a series of resolutions pro? testing against the connivance of the admin? istration in the business of buying and sel? ling arms for transmission to France, and culling on the Germans of the United States to assemble ia' mass meeting and express their indigoation. The traffic in which the administration iff thus engaged was severely denounced by the speakers. A resolution was also adopted by the meeting, that the 3eries of resolutions expressive or the senti? ments and purpose of the meewng be sent to the^Legisluture of Missouri, and also tb the United States Senators atul Representatives in Cougress from Missouri, for their instruc? tion and guidance. BROUGHT to his senses by the indignant remonstrances of the German citizens of the United States, President.Grant, on Monday, decided that, for the present, it would be better for the government^ suspend the sale of its surplus arms and munitions of war; and Secretary Belknap accordingly notified General A. B. Dyer, chief of the ordinance bureau, o instruct the ordnance officers that thc disposal of arms, ?c., should at once be discontinued. Thu valuo of the surplus arms, soH-in 1870, was over $10,000,000. -m - ???? ?? ?
