sion, on the 10th Instant, Senator Leslie,
with wondrous frankness, auoourjed that "he
"thought sometimes that it was best to lett a

naive confession he followed up by saying to
his fellow-senators : "D^n't-thitik that you
"are any more honest than ? am. We are

We knew, whatever Senator Leslie may
say, that there are honest and conscientious
men in the State Senate, who study and de?
sire the good of the people. But the iii bkd

casts over the whole Senate the mantle he
willingly wears. Were an indiscreet report?
er to write ot the Senate with one-tenth of
the rancorous violence which Mr. Leslie
is pleased to use, he would be expelled]
from the floor and made to do penance in 1
the gallery. Yet, strangely enough,. the
Senate bas naught to say 1B its ownvio?n
catioa. The Senate is dumb, although every
senator is stigmatized by Mr. Leslie as in
-decent and dishonest. Does the Senate re?
gard Mr. Leslie as a privileged person ? Is

THE clerks in the departments have so
very kind comments to make npon Hie
speech of Senator Robertson, delivered on
Monday .on the civil service bill, and in the
coarse of which he intimated broadly that
many of them systematically neglected their
duties. Senator Robertson said:
"I have had occasion very frequently to
visit the Post-office Department and the Treas?
ury building. Upon an average I have not
found more than a fifth ol the clerks employ?
ed. * * * I know of one clerk who ?".as
not been at the department for twelve months,
but draws nts pay regularly. I have com?
plained of this .myself to the head of tlie de?

City of New York with insurance powers, but

political machine, a municipal Insurance office

times been demonstrated in Europe to be an
unmitigated humbug and a disastrous loss.
Before our South Carolina friends really per?
fect the proposed measure, we would recom?
mend them to correspond with posted men in
Leipsic or Dresden, or some other continental
city. If they are bona fide disposed to Inquire,
tor the good and the honor of Insurance, we
will name them reliable correspondents, and
will Introduce them on such a todllng as will
secure prompt and exhaustive Information.?'

Germans adopted a series of resolutions pro?
testing against the connivance of the admin?
istration in the business of buying and sel?
ling arms for transmission to France, and
culling on the Germans of the United States
to assemble ia' mass meeting and express
their indigoation. The traffic in which the
administration iff thus engaged was severely
denounced by the speakers. A resolution
was also adopted by the meeting, that the

BROUGHT to his senses by the indignant
remonstrances of the German citizens of the
United States, President.Grant, on Monday,
decided that, for the present, it would be
better for the government^ suspend the
sale of its surplus arms and munitions of
war; and Secretary Belknap accordingly
notified General A. B. Dyer, chief of the
ordinance bureau, o instruct the ordnance
officers that thc disposal of arms, ?c.,
should at once be discontinued. Thu valuo
of the surplus arms, soH-in 1870, was over
$10,000,000.
