The great Southern steamship monopolist, Charles Morgan, is, how? ever, said to be coining ninney very fast, making as much as $Oi;.ooo per week, clear of allexpcuses. Ile charges more than twice as much freight on merchandise from New Orleans io Texas ports as is charged upon merchandise from New York io the same ports. From New Orleans to (ialvostou he charges eighteen dollars for passage, which is three times as much as is charge.', from New York to Boston, which arc the same distance apart. -A Washington letter says: "Two representa? tives of loreign banking-houses (one from London and one from Frankfort) have arrived in this country ror thc purpose or making propositions to the government to negotiate abroad a four and a half per cent, loan, should Congress authorize it, on the plan submitted by Secretary Boutwell in his annual report, and which will be considered at an early day by the Senate Fiuauce Commit? tee. They state that if the interest is made pay? able semi-annually in London, Paris and Frank? fort, they will be able to effect the sale or at least two hundred millions of dollars of sucha loan. Pending thc action of Congress on this question, the terms on which the foreign houses will un? dertake the proposed loan will bc submitted to the Secretary of the Treasury. Those are of course based on a commission, which, it is said, will bc much less than was paid for selling the live-twenties. ? / A Word to the General Assembly. Beaufort, or St. Helena Island, lies so re? mote from the routes of travel that the out? side world know little of its decline and fall. The philanthropists who were ready to emancipate the negroes at a cost of nine thousand millions, according to Commis? sioner Wells, are not aware of the fact that in one section of South Caroliua the ability of the freedman to improve or maintain bis position hajg been thoroughly tested, with thc moat lamentare results. And the Congress? men who represent orr State ignore a line of conduct, on the part of thc officers of the government, which ruins the white man, and is rapidly reducing the negro to a condition of hopeless barbarism. When St. Helena Island, or Beaufort, was evacuated in 18C1. the freedmen became, at one bound, the possessors of houses, laad, cattle, stock, and implements and farniture )f all kinds. The old residents bad fled to :he interior of the State, and their slaves squatted upon their teeming acres and occu? pied their luxurious hornes. Without a far? cing of cost the negroes ' obtained the use )f property worth millions of dollars. Large jodies of Federal troops were quartered tmong them, spending motley freely. They lad every encouragement to be thrifty and ndustrious. In 1S63, when the lands aud ?omesteads of the abseut proprietors were ! sold under the United States Direct Tax law, .he freedmen bought ata nominal price, and ipon highly accommodating terms, as many icres as they required. Their title might be :onsidered good ; for the Federal Govern? ment bad then no notion of granting to the white man any justice which should, in ap? pearance, injure the negro. Surely, nobody if! freedmen could have had a better oppor? tunity of showing their capacity for moral and material elevation ! The experiment bal been fairly tried and bas miserably failed. ... For-the ^ood of the freedmen of St. Helena, they should' -have employment-steady em ploy? aient-which will give,"them food; clothing and shelter for .themselves a?d their families.' This cannot! be had without capital; and capital without experience, on our sea islands, has proved of little; value. -What is .wanted, .,it .peems to us, is a re ttirn of the old plauters to. their old homos. The question of the validity of the land sales ls before the United States District Court for South ea-ollna,' and the decision or the Judge is'anxiously awaited. Taking tho posi? tion that it -is best for clio colored people that thc?e lands should be cultivated by the only persons who will cultivate thom ; and for the higher reason that in a public renting of j laud by a government official all men Should ! s;and upon the same footing, the conduct of the United Slates Direct Tax Commissioners deserves a thorough investigation. If our information be correct, they have so ar? ranged their public notices of selling or leasiug laud, that no person at a distance has had an opportunity of knowing what was to be done. Difficulties have been thrown in the way of white men who de? sired to purchase or rent, and in one in? stance, :tt least, the United States Commis? sioner said emphatically that he did not in? tend that the old proprietors should get back upon the land. Jf this were an injury to only a small number of white men, no word of ours might produce any effect. But as long as the white men, with their experience and their capital, are kept out, the whole State must, directly or indirectly, bc the loser. We know not whether this matter has reached the ears of the colored members of the General Assembly who represent the seaboard. They may not be willing to ad? mit that men of their own race, with so many advantages, have gone backward in? stead of forward. But they cannot change thc fact by hiding it. They should grapple at once with thc difficulty, and show that tliey can pay attention to other things than railroads and phosphates. A word from our Radical Legislature would go a long way with the Republican majority in Congress. Shall that word be said? Extending thc City. We print this morning the bill to extend the limits of the City of Charleston, which provides for holding an election on thc second Tuesday in April next, and the crea? tion of two, not ten, new wards. The num? ber of Aldermen will be thc same as now, but the distribution will be difTereuL Wards 1, 3 and 4 will lose one Alderman each ; Ward 8 will gain ono Alderman, and Wards 9 and 10 will have one Alderman each.
