NEWS OF THE DAT. -Cold closed in New York yesterday llnuer at 20 -.. -Cotton closed quiet and unchanged, with sales of 900 bales at 25 & -No Liverpool markets were received. ^-The tunnel under Broadway, New Tork, is ten feet in diameter. -There are only seven hundred women in Wyoming Territory, but the passage of the wo? man suffrage bill is expected materially to in? crease this number. -Carl Schurz has a civil service reform bill which he will BOOB Introduce In the Senate. He proposes to rna the government "on the Euro? pean plan"-that ls, the Prussian bureaucratic system. -The Alabama Legislature has been in session four weeks, and about $48,000 of the people's money has been expended. As yet only six or eight bills, and they for divorce, bigamy ami, al? lowing certain persons to marry, have bceu pre? sented to the Governor. -It is said a lode of Iron ore has been discover? ed on the east side of Pilot Knob, Iron County, Mo., which far surpasses anything heretofore known. It is claimed by competent judges, from actual tests made, that the ore ls almost pare Iron. A track ht to bc made to bring The ore down the mountain to the furnaces on that side. -? strange bird has been captured near Stan? ford, Kentucky. It was monstrous In size, tts winga measuring seven feet from tip to tip, and ln-many respects it is not unlike an eagle. Us color, however, ls Jet black, and the feathers oa its legs hang down about six inches. Occasional? ly lt gives vent to hideous screams, and its appe? tite for raw flesh ls voracious. -Free mail matter Ls to bo reported upon, un? der an order from the Postmaster-General. The order directs all postmasters in thc United States to take an accurate monthly account of all franked or free matter for a period of six months, commencing January 1 and ending June 30, 1870, and to make special reports thereof at thc close of each month, embracing the following particu? lars: 1st. The number or franked or rrec letters, and the amount of postage that would be charge? able thereon at the established rate of postage, ad. The weight of franked or free matter other than letters, and the amount of posta-re that would be chargeable thereon at the current rate of postage -The Massachusetts folks, not to bc behind the world, contemplate cutting a ship canal through the neck of land which connects the County of B?rnstable with thc mainland, and thus unite Buzzard's Bay with Cape Cod Bay. It ts to b . of sufficient depth to float ships of the largest c ass. to bo three hundred feet wide and twenty-four feet deep at low water. A company has been formed, and they only await the granting of a charter by the Legislature to commence breaking ground. This canal will obviate thc detour around Nantucket and Cape Cod by vessels from Long Inland Sound, bound North, and will be of great value to thc commercial interests of Massachu? setts. -A Washington correspondent says the three prominent points against the continuing of Judge Hoar were, Irst. the great injustice lt would be doing the Southern States by placing bim on the bench to preside over their circuit, when there are fuUy one hundred lawyers in those States the equal, if not superior, to Judge Hoar in legal attainments, rrom which to select; second, his want of knowledge of the i< cal laws, and judi? cial unfamiliarity with the m :nner or practice and the mode of procedure in southern courts; third, that in making appointments bc has totally disregarded .he Southern States, and per? mitted himself to be controlled, in a great meas? ure, in making other appointments, by Wm. H. Evans, who ls hostile to the principles of the Re? publican party. A repon is 1n circulation, ami which seems to be well authenticated, that thc President will not accept Mr. Hoar's resignal ion. or withdraw his name from the Senate, as asso? ciate justice of the Supreme Court, but will make | a square issue with the Senate, and compel that branch of Congress to place itself upon record by either rejecting outright or confirming the ap? pointment. There is evidently a '.pressure" coming. -The fashionable world of this country will re? joice to learn that, next to the Empress, the mo - t superbly dressed lady lu attendance ut the Egyp? tian Vice-regal ball at Isntalla, was one of their own countrywomen. A fashion correspondent in describing the grand affair, speaks thus enthusi? astically of Madame dc Ville, a most beautifil American lady, who married, a few mouths ago. Monsieur de Ville, a Parisian banker : " Whatever of all the pretty things, costly or otherwise, with which beauty dresses herself, or wins victories, were displayed on thc faultless form of Madame de Ville. H>r diamonds would have mad.' a fortune for an honest respectable man : and as for dress, though 1 declare 1 am ignorant of its material-for it was a compound of gauze und muslin ribbons and bintliag-skilful art had done j BO much for it that I do not believe the best ino distes of Paris could have^uggcstetl au improve? ment upon it. To mc it appeared the very acme of perfection; and as for her appearance, why, she was simply beautiful. She was not a Venus, suchas Rubens paints; nor was she such as a Titian created; but she was an American houri a blonde-with ringlets of gold flowing over lier shoulders, .shaming with their lustre the gulden band which bound them." -The tern: le mining horror that occurred at Stockton, Pa., on Saturday last, is said to have been caused by cutting away thc coal pillars, or supports to the rooting or the mme, at a place where lt had been worked within twenty feet of the surface, ana the destruction of life was caus? ed by the neglect or thc company to survey and . map the mme and notify the dwellers above or the impending danger. Even now people come and go to and rrom thc scene or the calamity in great numbers, and considerable excitement still prevails, many apprehending that the entire neighborhood of Stockton, as well as the town Itself, is undermined, and in many places very near the surface, ani that a greater calamity Stay occur at any moment. Muny act.s .f heroism are recorded. The daughter ot Mr. Wetterau, a young girl of seventeen years, was aroused by the creaking Umbers ?of the house in which she lived, rushed out in alarm, elad only in her night-clothes, andas she did so the earth opened before her and abe waa precipitated into the abyss. Happily, how? ever, at this moment, John Hos kings suw her fan, and desperately attempted a rescue a' the peril of his own life. Others speedily joined, and thc unconscious girl was finally dragged out from the jaws or death by thc stalwart arms of the assembled miners, almost dead with cold nd crushed by thc falling timbers. A Mrs. tlingit heard the alarm or danger, rushed into lt ' street to ascertain thc cause, and could have : cd herself, but ran back to rescue her aged mutter; in another moment the earth opened its jaws and received them both. Tho miners, to the number or nrty or sixty-, arc working day and night searching for remaining bodies, but they have difficult and dangerous labor before them. The ground gives unmistakable evidence that another falling ia may be expected. A New TA'ny to Pay OM Deo!.-. When Congress reassembles after tito re? cess. >?r. Secretar; BoutweU'a proposition to fund tho debt of th.* United States, in now roor-aud-a-half per cent, bonds, will come up f<>r discussion, and with it will be con? sidered, in all probability, the whole sub? ject of contraction and expansion, attd the best moans ot avoiding or securing a rellim to suede pavmont?. I Mr. Dont well proposes to cr?ale n loan of fl.200.000.000. bearing four-and-a-half per j cont, interest, principal and interest payable in coin, and exempt from ta: ation. The bonds known as thc five-twenties are to be received in exchange for the new bonds, and Mr. Bout well is reported to have assured for? eign capitalists, that this exchange will not be compulsory. It cati be understood that to compel the holders of six per cent, bonds. not yet due. to exchange them for four-and a-half per cent, bonds would seriously injure thc credit of the government- There ure, however, al least S600.000,000 of flyc-twcutJf bonds, which, upon their face, are now re? deemable by t lie government at par. [tis true that tlv government may not. without the consent of the holders, redeem these bonds by giving the four-and-a-half per cent bonds in exchange, but it can sell the new bonds, and with the proceeds pay od* the six per cent, bonds. The solution of tho whole problem, therefore, depends on the power of the United Stales to negotiate tho new loan at n fair rate. It may be admitted at the beginning, that the credit of the United States is. at this time, very high, especially on tho Conti? nent of Europe. But unless ilie United States can negotiate their new bonds al par in coin, they will with one hand increase the principal of the* debt, while with the other they Reduce the percentage of interest. In other words, if thc price of tho four-and-a half per cent, bonds is to be lower than the price of thc outstanding six per cent, bonds, in the ratio of the capitalized value of the respective terminable annuity or iinnual in? terest, the United States would gain very lit? tle, if anything, by ita new financial project. To make the project successful, the bonds must be worth par in coin, and thou thc country would save in interest eighteen or twenty million dollars a year. But it appears to us that tho now bonds could not be negotiated at par, because thc outstanding six percent, bonds bring onlj par. and there is no inducement for the bolder of the old bonds, yet undue, to give up one-fourth of his income by taking new bonds. The new bonds must be bought chiefly by the present holders of American bonds. There is not open for this class of investment-SI,000,000,000 or SI.200,000.000 of fresh capital. And why should the investor pay one hundred dollars for four-and-a-half dollars a year, when he can get six dollars with the same security for the same price ? Nor do we think that six per cent, is an ex cessive rate of interest for the United States to pay on its bonds. In England the max? im of the "Iron Duke," that "a high inter? est" is only another way of expressing "bad ..security," docs not induce capitalists to pre? fer a fonr-and-a-half per cent. American bond to a six per cent. American bond, al? though it may cause thom to avoid Ameri? can securities altogether. The fact that the English Government can borrow money nt three, or even two-and-a-half per cent., has no bearing upon thc question. The French three per cents, rentes sell at about 72. And we contend that six per cent, is not too high for the United States to pay. when thc character of tho country and of the people, and its political and liiianci.il condition, are carefully and soberly considered. This, Mr. Boutwcll will probably ?ind out for himself before he goes much further, the more espe? cially as it is broadly stated, that the new loan ii already provoking angry opposition. Georgia \evt-r Tier. The Washington Chronicle ot yesterday t.ays, that tho order promulgated on Friday, assigning General Terry to duty as Military Commander of Georgia, remands that State to the condition occupied tinder I Ito old Re? construction acts, and is signed under au? thority derived from them. The administra? tion, according to thc ch ron "A: construes the recent acts of Congress on the subject to bc "a virtual repeal of all laws passed .since the first organization of thc State "government afler thc war." It is nothing new for Congi ess tu claim absolute power to chango, by a simple en? actment, nu independent State into a mili? tary province, or ti military province imo a radically independent State: but in Hie case of reconstructed Georgia, the dominant par? ty have not even the poor excuse which jus? tified their conduct toward the whole of the Southern States, at the tittie of passing the Reconstruction measures. Georgia, a' the Kation distinctly >!ates, "has been already "admitted to the Union, under a solemn act " of Congress, or. in other words, undera "pledge of lh*. Hatton, after having formally "fulfilled all the conditions exacted of her by "the original Reconstructions acts." And now the supporters of the Georgia bill claim that the Slate is not in the Uuion, because her senators have not been admitted lo their places in the Senate; something, as the Xa ftOHSays, flint ''might happen lo Kew York "to-morrow." Eccause thc senators have not taken their seats, Congress oren urns the State Government, "puts the people ..under martial law, and imposes fresh "terms of reconstruction." Certain it is that the Radicals will make nothing out of Georgia by their latest out? rage. They may. willi tho assistance ot' Federal bayonets, hold down Ihe peuple, for a time, but as soon as the troops are with drawu, Georgia will bc just as inticli a while man's country as it is this day. The white people of Georgia cannot bo overcome by a legion of Bullocks and Browns, and, if thoy were a minority itislea I of a majority, they have dash enough an 1 pluck ono \?h to give them the control of lh.> Slate, and nerve enough and l rans eno 15b to l.iep it.. " THE New York Tribune urges the np |H)intmcut of some thoroughly capable and thoroughly trustworthy Southern lawyer to the Supreme bench, in place of Attorney* General Hoar, and adds: ' Among mem " bera of thc bar at tho South, wo recall "some whose reputation as lawyers before .thc war was of the best, and who through " thc whole Bery trial held fast their inleg "rity. THE Horry Xetnt has no faith in Chief Constable Hubbard's criminal statistics, and says: "Mr. Hubbard swells his arrests by "putting down thirteen in the County of j ? florry, twelve tor larceny and one for as " sault with intent to kill. Now we do not " mean to say that Mr. Hubbard lies, but '. no such thing happened in lins county.-' THE Suinter IVittc?nuin sets forth in strong terms Ute shameful character of tire special tax proposed to bc assessed un Suin? ter County, to indemnify Robertson, DuBose & Co., for the destruction of their stores hy? the so-called K.
