-The Alabama Legislature has been in session
four weeks, and about $48,000 of the people's
money has been expended. As yet only six or
eight bills, and they for divorce, bigamy ami, al?
lowing certain persons to marry, have bceu pre?
sented to the Governor.
-It is said a lode of Iron ore has been discover?
ed on the east side of Pilot Knob, Iron County,
Mo., which far surpasses anything heretofore
known. It is claimed by competent judges, from
actual tests made, that the ore ls almost pare

down the mountain to the furnaces on that side.

world, contemplate cutting a ship canal through
the neck of land which connects the County of
B?rnstable with thc mainland, and thus unite
Buzzard's Bay with Cape Cod Bay. It ts to b . of
sufficient depth to float ships of the largest c ass.

formed, and they only await the granting of a
charter by the Legislature to commence breaking

prominent points against the continuing of
Judge Hoar were, Irst. the great injustice lt

States the equal, if not superior, to Judge Hoar in
legal attainments, rrom which to select; second,
his want of knowledge of the i< cal laws, and judi?

and the mode of procedure in southern courts;

joice to learn that, next to the Empress, the mo - t

tian Vice-regal ball at Isntalla, was one of their
own countrywomen. A fashion correspondent in
describing the grand affair, speaks thus enthusi?
astically of Madame dc Ville, a most beautifil
American lady, who married, a few mouths ago.
Monsieur de Ville, a Parisian banker : " Whatever
of all the pretty things, costly or otherwise, with
which beauty dresses herself, or wins victories,
were displayed on thc faultless form of Madame
de Ville. H>r diamonds would have mad.' a
fortune for an honest respectable man : and as
for dress, though 1 declare 1 am ignorant of its
material-for it was a compound of gauze und
muslin ribbons and bintliag-skilful art had done j

fan, and desperately attempted a rescue a' the

mutter; in another moment the earth opened its
jaws and received them both. Tho miners, to

have difficult and dangerous labor before them.
The ground gives unmistakable evidence that
another falling ia may be expected.

Mr. Dont well proposes to cr?ale n loan of

cont, interest, principal and interest payable
in coin, and exempt from ta: ation. The
bonds known as thc five-twenties are to be
received in exchange for the new bonds, and
Mr. Bout well is reported to have assured for?
eign capitalists, that this exchange will not
be compulsory. It cati be understood that
to compel the holders of six per cent, bonds.
not yet due. to exchange them for four-and
a-half per cent, bonds would seriously injure
thc credit of the government- There ure,
however, al least S600.000,000 of flyc-twcutJf
bonds, which, upon their face, are now re?
deemable by t lie government at par. [tis
true that tlv government may not. without
the consent of the holders, redeem these
bonds by giving the four-and-a-half per cent
bonds in exchange, but it can sell the new
bonds, and with the proceeds pay od* the
six per cent, bonds. The solution of tho
whole problem, therefore, depends on the
power of the United Stales to negotiate tho
new loan at n fair rate.
It may be admitted at the beginning, that
the credit of the United States is. at this
time, very high, especially on tho Conti?
nent of Europe. But unless ilie United
States can negotiate their new bonds al par
in coin, they will with one hand increase the
principal of the* debt, while with the other
they Reduce the percentage of interest. In
other words, if thc price of tho four-and-a
half per cent, bonds is to be lower than the
price of thc outstanding six per cent, bonds,
in the ratio of the capitalized value of the
respective terminable annuity or iinnual in?
terest, the United States would gain very lit?
tle, if anything, by ita new financial project.
To make the project successful, the bonds
must be worth par in coin, and thou thc
country would save in interest eighteen or
twenty million dollars a year.
But it appears to us that tho now bonds
could not be negotiated at par, because thc
outstanding six percent, bonds bring onlj
par. and there is no inducement for the
bolder of the old bonds, yet undue, to give
up one-fourth of his income by taking new
bonds. The new bonds must be bought
chiefly by the present holders of American
bonds. There is not open for this class of
investment-SI,000,000,000 or SI.200,000.000
of fresh capital. And why should the investor
pay one hundred dollars for four-and-a-half
dollars a year, when he can get six dollars
with the same security for the same price ?
Nor do we think that six per cent, is an ex
cessive rate of interest for the United States
to pay on its bonds. In England the max?
im of the "Iron Duke," that "a high inter?
est" is only another way of expressing "bad
..security," docs not induce capitalists to pre?
fer a fonr-and-a-half per cent. American
bond to a six per cent. American bond, al?
though it may cause thom to avoid Ameri?
can securities altogether. The fact that the
English Government can borrow money nt
three, or even two-and-a-half per cent., has
no bearing upon thc question. The French
three per cents, rentes sell at about 72.
And we contend that six per cent, is not too
high for the United States to pay. when thc
character of tho country and of the people,
and its political and liiianci.il condition, are
carefully and soberly considered. This, Mr.
Boutwcll will probably ?ind out for himself
before he goes much further, the more espe?
cially as it is broadly stated, that the new
loan ii already provoking angry opposition.

It is nothing new for Congi ess tu claim

of reconstructed Georgia, the dominant par?
ty have not even the poor excuse which jus?
tified their conduct toward the whole of the
Southern States, at the tittie of passing the
Reconstruction measures. Georgia, a' the

"admitted to the Union, under a solemn act
" of Congress, or. in other words, undera

"fulfilled all the conditions exacted of her by

now the supporters of the Georgia bill claim

her senators have not been admitted lo their
