Wc reprint a loller published in the Abbe? ville Press to show thc scandalous manner in which peaceable und InoiToiiaive citizens arc liable lo bc treated by negro constables and Radical magistrates. A feeble gentle? man is arrested Dy two negroes, the door or lils room is broken open, and lie is held fust until some friends arc brought to his assis? tance by the cries of his affrighted children. On their approach the constables retire, and when asked by what authority they commit? ted such an outrage, they produce a war? rant, anil d?chue that they acted according to law and instructions from headquarters. No warrant wo? produced until uRcr the mj rest was minie, und a quiet anti feeble gen? tleman ls exposed to great Indignities, with no hope of redress from the officers of the Slate. At Ibc same place, a short time ago, ti citizen was torn from it buggy by armed negroes, his lifo was threatened, and he was kept in jail for hours. Ami his only offence was that he had asked Congressman llogn what he supposed were fair wages for an ablo-botlied negro fellow ? Guflln, a member of thc Gonoial Assembly, threatens to bum down thc houses and barns of all thc Demo? crats in Abbeville-if the hair of a Radical is injured. Jones, ti negro representative and magistrate, thirsts for thc blood "of the " rebels," and is now eager for thc slaying lo begin. ' God help him ! lu Sumter it number of men of good position are drag? ged from their beds anti lodged in jail on suspicion of connection with a mysterious K. K. K, who burned down thc stoic of the Radical brother of it Radical senator. This is eno.igh lo show the Hbcrtj- und protection wc have while we trust to thc law, and do not help ourselves. And what is proposed ns a remedy for the evil? What does R. K. Scott, the hard? hearted Governor, suggest as a means of ob? taining the peaco that he pretends to do 8?ro ? None ! When his lip3 open, it is lo exalt vice and make rascality honorable-to degrade worth and make integrity odious. And what does tho General Assembly pro? pose for tho protection of South Carolina Tor tho protection of the county where citi- ' zens nre nrreslcd without warrant, and 1 where legislators and Congressmen spur the ' freedmen on to deeds of violence and blood . ' The senators treat the people to a tirade 1 against Abbeville County, and negro Sena- ' tor Nash introduces a bill which provides thnt "no member or the State police" shall lye arrested " for any alleged oll'ence com "mittcd hy him in tho dif charge of the du- ? If thc jill should pass, thc life nnd liberty of every ? nan, and thc honor of every woman," will bu it thc.mercy of thc State police intelligent >r ignorant, black or white. In this way mist violence and wrong heal tho wounds hat wrong and violcnca have made. j The constabulary bill may not pass,- but 1 vhethcr it do?s or not, we know that wc nive nothing to expect from Radicalism but reachcry and fraud. It is as. profitable to ( whistle, to the wind tis to demand from Radi- - .al officials anti Radical laws peace or jus- < ice, the safely of property, or the protection ' if home ! i Another Step Forwurd. The Provident or Rcnefit side of tho Eng ish Trades' Unions hus neted not only as i bait to attract, but still more forcibly os a ie to hold the members to their allegiance. V strike may eat up Hie boiiellt fund, it muy ie contrary to the judgment of many of the iionibcrs' but men who have paid iuto the Union for yours ctiunot nllbrd to go against ho policy of the majority, for thia would nuise them to be struck off the books and o lo3C thc benefit of thc only savings they md made. In this way the members are icld together, whether they like it or not. ["ho penalty of expulsion always hanging iver tho heads of the members, causes them o pny promptly tho lines to which they may io subjected hy a fault of either omission or ommission. These fines vary according to ilrcumBtauces. The Amalgamated Engi icors, for instance, impose a fine of $1 25 or obtaining employment for a non-society nan, without the consent of tho president >r officers, nnd $2 f>0 and $5 00 for working >iccc work without sharing the surplus ?roflt with tho other workmen. But tho nost curious part of these penal urrangc aents is the e-xnetion of heavy fines from neb employers as dlsoboy tho provisions of ho Union code. According to the Edin? burgh Uericm, as much as $200 lina linen evied and paid, as a singlo fine, by a mas? er, under terror ol heavy pecuniary mulct, ind even the espouses and "loss of time of 'tho delegates who do the manufacturer tun honor of wniting upon him to inform him 'of thc judgment of the self-constituted tri? bunal, uro extorted by tho same process." Tho gross-income of thc Amalgamated En .inocrs, who arc stated to number 33,000 numbers, is nearly half a million dollar.--, "hoy hare no less than 308 branches in tho J ni tod Kingdom and its dependencies, and he membership ls increasing at the rate of ODO to 3000 a year. This is tho largest Inion of those connected with the building nidus; but as we showed in a previous aril? lo, Its llnuncial soundness as a provident ociety is to be judged of, not by tho nb tract amount of the income, nor even by ho prosent annual excess of receipts over lisbursementp, but by n comparison, such s on actuary would mako, between tho sscts of Ute association on tho ono hand, nd tho engagements and liabilities on tho thor. Thc Society of Carpenters and Join? ts is a striking e amp o of this distinction i-1 th a difference. The fund la hand io goren years ending in I8G6 amounted lo $fi">,260, whereas, in order to moot thc liabilities it ought, according to thc most favorable as? sumption, lo bc about $425,000 In thc COHO of thc Society of Engineers, thc fond in hand in sixteen years, ending ISM!, Amounted to $690,665, whereas ?I ought lo have been $2,363,805. No further comment is needed on the (ltiaiiciul circumstances of l?tese societies. Wc have saul enough tqj prove the necessity of acting cautiously, .so (hat no Trades' Union in tho South may take upon itself :i liability, in tho mittlre nf nick benellta and .superannuation and death allowances, gloater than Hs income will allow it lo meet, wlu-a in thc course of Ihne the influx of new members shall have ceased and the infirmities and mortality of (he old members increase in u corresponding ?legree. Thc mode of administering tho affairs of the Unions, is simple in thc extreme. An Union comprises un aggregation moro or less nuincrons of Branches or Lodges. Ettch Brunch or L?dge hus its own committee, which regulates its alla i rs and decides, nc cor ling to thc rules, any differences that may arise between tho members or with the employers. The central body is an lSxecit tive Council, in the nature of an Executive Committee, thc members of which ure peri? odically elected by the several Brunches. This is really thc eonrt of appeal from the subordinate Lodges or from individual mem? bers. In most of the English Unions the practice, when a suspension of labor is con? templated, is stated lo he this: Tho ques? tion is Ural entertained by thc Branch Com? mittee Immediately concerned in thc dis? pute; from that committee it is referred to thc Executive Council for their considera? tion; and in thc event of their approval, il is submitted to the votes of all thc individ? ual members of tho Union, and if decided upon by a majority, the strike takes place. Thc staff of thc Amalgamated Engineers' Trades' Union costs about $20,000 a year, and consists of a president, vice-president, und other ofllcers-among whom thc secre? tary holds an important position. Thc scc . 'itary generally holds olllco longer than tho other members of the staff. In thc last named society ho holds it for three years, and is callable of re-election. The secre? taries are tho mouth-pieces of thc Unions, and exercise a very considerable inlluerice over their respective Unions, being in moat instances intelligent men, and no tloulit ac? customed, to n great extent, to direct the policy of the societies. Wc have now described at sutllcient length thc Provident features of thc English Trades' Unions, and tho plan of their general a?l minislrutiou. Wc shall now consider the aims and ends of IlicUnions, and the means used for accomplishing their .purposes, tak? ing care to show in what particulars 1 hu English Unions arc defective, as well as the degree in which their operations are con? trary to, or in accordance with, the laws which regulate labor and capital.- In con? clusion, we shall endeavor to lay down a practical plan for thc thorough organization of Trades' Unions in the South, believing, ns we do, that when properly organized and [lroporly understood, they may bo made of Lim highest utility to the working classes, ind, through them, lo every class ol our lieoplc.
