Thc mode of administering tho affairs of
the Unions, is simple in thc extreme. An
Union comprises un aggregation moro or
less nuincrons of Branches or Lodges. Ettch
Brunch or L?dge hus its own committee,
which regulates its alla i rs and decides, nc
cor ling to thc rules, any differences that
may arise between tho members or with the
employers. The central body is an lSxecit
tive Council, in the nature of an Executive
Committee, thc members of which ure peri?
odically elected by the several Brunches.
This is really thc eonrt of appeal from the
subordinate Lodges or from individual mem?
bers. In most of the English Unions the
practice, when a suspension of labor is con?
templated, is stated lo he this: Tho ques?

mittee Immediately concerned in thc dis?
pute; from that committee it is referred to
thc Executive Council for their considera?
tion; and in thc event of their approval, il

Thc staff of thc Amalgamated Engineers'
Trades' Union costs about $20,000 a year,
and consists of a president, vice-president,
und other ofllcers-among whom thc secre?
tary holds an important position. Thc scc
. 'itary generally holds olllco longer than tho
other members of the staff. In thc last
named society ho holds it for three years,
and is callable of re-election. The secre?
taries are tho mouth-pieces of thc Unions,
and exercise a very considerable inlluerice
over their respective Unions, being in moat
instances intelligent men, and no tloulit ac?
customed, to n great extent, to direct the
policy of the societies.
Wc have now described at sutllcient length
thc Provident features of thc English Trades'
Unions, and tho plan of their general a?l
minislrutiou. Wc shall now consider the
aims and ends of IlicUnions, and the means
used for accomplishing their .purposes, tak?
ing care to show in what particulars 1 hu
English Unions arc defective, as well as the
degree in which their operations are con?
trary to, or in accordance with, the laws
which regulate labor and capital.- In con?
clusion, we shall endeavor to lay down a
practical plan for thc thorough organization
of Trades' Unions in the South, believing,
ns we do, that when properly organized and
[lroporly understood, they may bo made of
