Wages have not increased proportion to the advance in the cost of necessaries of life, and there cannot be : general improvement ia the demand ootton goods until there ia a diminution price. The Township Law. We pri?t this morning a report of the proceedings of the Convention of the County Commissioners of the State, which assembled in Columbia on July 26. The chairman stated that the formation of town? ships in South Carolina was impracticable because of the sparseness of the population, aid it was resolved that a memorial be pre? pared praying the Legislature to postpone the organization of townships for at least ten years. We cannot believe with the chairman that "those who favored and oarried the bill had looked to the interest of tho State and its improvement;" but they certainly "failed to consider the impover? ished condition of the people." We hope, however, that the County Commissioners will suooeed in their laudable endeavor. We do not look the gift horse in the mouth.
