AD extra meeting of the City Council waa held last evening, at which wore present, tbe Mayor, Aldermen Collins, X. J. Mackey, Cun? ningham, Voigt, Geddings, white; Brown, Hampton, E. P. Wall, Holloway, Small, McKin? lay, L. F. Wall, colored. The members were gammoned lo attend at 7 o'clock, bat tho Mayor did not take his seat and call tho mooting to order until nearly 3 P. M. PETITIONS. Petition of Mrs. John Mahoney wae referred to the Committee on Buildings Petition of F. E. Knee waa referred to the Committee on Licenses. Petition of Utaey k Kenyon waa referred to the Committee on Licenses. Petition of woodsawyers waa received as in? formation. Petition of the ex-messenger of Council, re? questing payment for services as such, was re? ferred to the Committee on Retrenchment and Belief. The Committee on Ways and Means report? ed favorably upon the petition of C. Dupont, and requested that the treasurer be ordered to pay the amount. The report was adopted. A communication from Captain Hendricks reporting that the htfnse at the Potter's Field needed repairs, and requesting that the repairs be made at once, was referred to the Commit? tee on Buildings. L report from Dr. Lebby, showing the con? dition of tho inmates of thc Old Folks' Home, was referred to the Committee on Public Buil? dings. A communication from Dr. Lobby, notifying Connell that the buildings ut the quarantine station would be completed next weok, and stating that the Governor had requested Coun? cil to take charge of thom until the meeting of the Legislature, was referred to the Committee on Quarantine and LazireUo. The Committee on Licenses reported favora? bly upon the petitions of Jjffords A Co., J. L. Qoaokenbuab, H. Hastey, r. S. Hawkins, J. C. Doaoher, and-& Wira, all of which were ac? cepted. Alderman Mackey moved that the report of the Committee on Licenses upon the petition of J. Wulberrf be reconsidered. Adopted. The Alderman then moved that the applica? tion of Wulbern to have the license of Stelling k Wulbern transferred to bim te laid upon tbe table, which was also adopted. An explanation of the reason for these mo? tions being asked for by Alderman Voigt, Alder? man Mackey said that ho had, upon the highest authority, the information that on last Friday evening, three gentlemen, two of whom were Aldermen (Hampton and E. P.* Wall,) entered the establishment of Mr. Wal burn and called for refreshments; that after considerable time tho refreshments were Bent at double the expense usually ohareed, this being done only because nf their color; that afterward while these gentlemen were sitting in a room of the establishment, they attempted to open a window in order to get air, but it waa closed as ofton as it was opened, the pro? prietor asserting to others aa his reason for so doing, that be did not wish soy one to aee that there were colored men on nia premises. The Aldermen then offered a resolution providing that the petition of Mr. Wolburn be not granted, speaking at length in support of it. The yeas and nava were called for. Alderman Geddings did not ariah to vote natu he knew more about the matter, and moved that the whole subject be referred to a committee to ascertain all particulars oooncot? ed with the transaction. The City Treasurer gires notice that only two days remain in which to par the third in? stalment of the tax on real estate for the year 1869. What was left of the locomotire W. C. Dukes, which was shattered in the Cougaree Swamp on last Saturday week, was brought to the city yesterday. Templeton telegraphed here yesterday that he would gire a theatrical performance at the Hibernian Hall to-morrow night. The City Hillway Company has declared a diridendof one dollar and twenty-fire cents per share, which will be paid oa and after the first of October.
