It is said that the City Council will b asked at an early day to abolish the presen fire detriment and create a paid fire de partment, consisting of six steam fire en gincs, with ono engineer and ten firemen ti each engine. This is to be proposed on th' soore of economy, and not because any faul is found with the present fire departmen which, wo undertako to say, ia as thor o'jghly efficient as any fire department ii the Uaited States. Only a week ago a bill was passed by thi City Council making six colored fire com panies a part of the fire department, ant authorizing them to be paid one-half th< oomponsation paid to white fire companiei having the same class of engine. Thii measure adds about $5000 a year to tb? oost of the department, and it is rather in consistent that the very men who insisted on passing this bill should now be so anx? ious to break up the wnole department "foi the sake of saving a few thousand dollars." The oost of a paid fire department of six steamers, each having one engineer, at $72C a year, and ten firemen at $480 a year, would be $33,120. For the year ending April 27, 1869, the whole oost of the fire department, consisting of 8 steamers, 4 hand engines, 2 trucks and 4 auxiliary companies, was $30 521. That is to say, we had last year 16 engines and 2 hook and : ladder c mpaniea for two thousand five hundred and ninety nine doUart lesa than the oost of the prop >ued p tid department whioh lo to have ouly 6 engines. This fact is easily accounted for. At present eaoa if the steam engines is paid by the oity $3000 a^ear. This is tho whole expense to the city of each steam engine. And yet it is proposed to or?ate a paid department of six steam engines, each of whioh is to oott yearly $5620 We do not stop now to show, as oaa be done, that our fire depart ment costs less for its sise than any other fire department in the country. All that we desire to prove is that we cannot have a paid department of the same efficiency at anything like tire moderate expense of our present fire department. The figures* are plain enough. To begin with, there are to be 6 steamers at a oost of $5520 each. There must be a ohief engineer and at least one ass'si-ant, whoso united salaries-in these latter days-will* not be less than $2000. We assume that 2 hotk and ladder compa? nies will be thought necessary, whioa will add about $2400 to the bill. Here is, at once, a yearly oh&rge of $37 520, without aiding ono oent for grease, oil, repairs of entines, repairs and renewals of hose, which, together, amount to a v<-ry consid . r-il'le rum The ne ur plan wruld give us 6 steam engines and 2 book and Udder oom pnnies at a cost of uearly $40 000. List veer our volunteer fire department cost $30 OOO for 8 steam engines, 8 hand en g-neR and 2 houk aud ladder oompaniee. * T tere is another point which must not be ov.rloeked. Toe 8 stexm engines and 4 hand engines tn possession of the white companies belong to th >se o mpanies, and are their private property. At the very beginning, then, the oity would have to pro? vide engines for the department, and we leave it to any ingenious Alderman to de? termine how the cit/ oan afford to boy, for oash or on oredit, s'x steam fire engines of the same class as those now used by our volunteer department This would oost, we Hupposp, at least $50,000. There is not. as far as we oan see, one soli? tary sound argument in favor of the propo? sition for treating a paid fire department; but there is every reason for believing that snob a o bange would add largely to the expenses of the ei'y, while it would give us a department weaker numerically, and cer? tainly less trustworthy, than the one whioh now protects us against the greatest dan? ger to wbiab our pmnertv i" exposed. Scott's KaUroad Taotict. About a month ago we brought to light a bill in ?q i i ty filed in bebal- of the Presi? dent aud Directors of the B mk of the 8ta?e of South Carolin? aga nut the Lumms Kui road and others, iu which bill complaint wan made that at a sale, under an txecu'inu u> l*w, of tbe rolling mock of the LiureD' Rulr.iad Company. K Scott, not in his officia' character ai '.Qooenor, but to kim as a ? individu si, mud ?.that ibo agent, oueJ>seph Crews, who "anted for the purohaoer, has proolainud "tha< A? means to remove thi said locomotive, "regardlees of the paramount lisna of lb? "8 ate and the bank, boto hetti being per "feeted long anterior to the judgment "under whioh the locomotivo mn? sold." Toe complainants, therefore, prayed for a writ- of it-junction restraining Hoott sod Croye from removing tbe locomotive or any other m irable propertv of whioh they ru'gb have beO'ime purchaiters. Attorney Q -ne eal Chamberlain, himself a newly imported (U'lical, joined in th? prayer for this in ju'io'ion, charging that "tho purchaser* .'under tiid ?ale (Scott and Crews) are now . deaning and eontrioina to remove aid dis -pose of said properly so purchased." The ?ext thing was a letter from "Veri "tab" defending Scott. "Veriiai," is in the confidence of Scott, and in his letter said : .Tho Governor was not aware that any snob "property was to be sold. It is alleged that a "number of persona wno have \ osseaaion of tbo ..road in violation of the charter, ruoning it "purely in their own intsrest, havo been eell "?ug all the loose property of the road to tbe ..great injury ot the State, which bas tbe prin "cipal intereat in it, and also to (he injury of "the bondholders. A short time ago they de "taehed ihe oyhnder from one of the engines, "aod were about to sell it to the Grecu*illo "Railroad. Ur. Joseph Crews, representative "from Laureus, happened to be pn sent, and "believing, from what ho KUOW of tho circum "btances attending the sales, that the proper "ty waa about to be aoenfaced, bought it for "the t?tate in the name of iho Governor. Mr. "Crews believed he would be fully justified by "the Governor, and tnat it was belter that the "property should bo held in the name of some "one who would prevent its being squandered "for the benefit of a few private individuals." Ike third chapter in this eventful history is the letter from Hr. James, whioh we print this morning. It is more than Soott and "Veritas" can answer, try they never so hard. An attempt to whitewash Governor Scott, in this as in every other branch of bis taotioal course, is only a waste of ma? terial. The more he is eoraped the blacker he growp. Tho September Klee Ho ns The first of the fall elections took place in California on Wednesday. The members of the Legislature, county officers, and two judges of the Supreme Court were then chosen. There was great excitement be? fore the decisive day, in the rural districts as well as in the large cities, and it was diffi cult to define some of the subdivisions of party. The last cleciion for judges of the Supreme Court in California ocoarred in 1867, when Royal T. Sprague, Demoorat, was eleoted over John Curry, Republican, by a majority of 2269. lu 1868 Grant oar ried the State by 514. In the Legislature of 1868 the Republicans have a majority of six in the Senate, and the Democrats a ma? jority of twenty in the House-Democratic majority on joint ballot, fourteen. The Democratic candidates for judges of the Supreme Court are J. B. Crockett and WU liam T Wallace, and for Mayor of San Franoisoo Frank McCoppin. ? Tue Vermont election takes place on the 7th of September, for Governor and State officers. AB the State ia overwhelmingly Radioal, the cleotion of that tioket is mer ally certain. The State election in Maine occurs on the 13 a September, and will afford some indi? cation as to the popularity of General Grant and his administration, and whether they have lost or gained popularity. Grant's ma? jority in 1868 was 28 080 and Chamberlain's, the present Republican candidate for Gov? ernor, 20.403 A United States senator is to be ohosen in place ef William Pitt Fes senden, who seems to have lost some caste with the Radicals on account of his course ia the Senate relative to the impeachment trial-he having voted against that meas? ure. The malcontents are not, it is appre? hended, sufficiently strong to prevent his return to the Senate if he desires to go. There is also some muddle in regard to the liquor question, and a third party is talked of. Some of the Republican papers affeot to despise the movement, while the Demo? crats are hopeful of creating a split in the Republican ranka that will result to their benefit. But the indications are that whether a third party attempts to malm a show at the polls or not, Chamberlain will be re-eleoted by a decisive major? ity. The Democratic candidate for Gov? ernor is Guueral Frat kltn Smith, quito a strong and popular candidate. Chamber? lain is the candidate of f.e Ridicila and Qiohborn of tho "?hird party " Some in? terest ia attached to the dec ion in M .ti no, as her vot-', with her State motto-"Dirigo," I lead-is usad in nil important electioneer? ing occasions as tending to show which way the popular sentiment, is drifting. The above comprise all the State el c tions thai occur during the monta of Sep? tember. In October the great field days of tho fall oampaigu occur in Pennsylvania and Oaio, with State elections in Iowa and Colorad*-; and iu November the elect ions in New York, New Jersey, Massachusetts, Miuueaoia, Wisconsin and Illinois-with Mississippi and Texas-close the fall aoa eou for ibo y ar 1869 Ms S W.
