Debating Aefpro Rule. The New York Times and the New Yorl Commeroial Advertiser, whose leading ar tides upon the condition of this State wi print this morning, have come to thc com fortable conclusion that "debasing negri rale" seems to suit ns, and that thu rapidity of our recovery from the depression cmsec j by the war "makes oat a very strong oas? for the negroes." As loog as the Radio* party exist?, it will, of course, claim toi Radical doctrine and the Ridioal negrc the credit of all that the South m Ay gain by thc increased activity, the close economy and the nervous industry of tho white pop? ulation. This is no more than we expect; but our New York Ridicii contemporarie6 speak for once so kindly and cheerfully ol this "Oradlo of the Rebellion," that it ie hardly generous to barst their economical bubble. We may, however, ask in what way this State has been the gainer by the eman? cipation of the slaves? In 1860 ths raine of the roal and personal property in Sum h Carolina was $548,138, 754, and in 1869, the present year, the aotual value of the real and personal pro perty in tho State, aocording to the returns of the district assessors, was $114,976,271 Adding thirty-three per cent, to the gold valnatioc of 1860, we fiad, therefore, that the loss of real and personal property, ciosed hy emincipatiou, is no loss than (616,875,401. 0 nilling personal property, which iucludes slaves, tho losa in value of real properly alone is $98 905.205. This was a direct, result of negro emancipation. The objection may be made that the negro did not free himself, but was made fret ; BO that he is not responsible for this fearful loss of property, bat is tho etuso of the large crops which are now making in the State. La as see how this will work out. lc 1800 the ootlon orop of South Carolina was 353 413 bales. Tais yar, uuder "de busing negro rule'' weany make 200,000 bales. Here is a loss of production amuauting to 158,413 bales. And if the producion of souon were left to the colored people alone, if they were working for themselves lastend of for others, if the white m in did not go Into the field sad work with them, the State wouid not make this year more than 100,000 or 125,000 bales. That this is no exaggeration is known by every man who has taken the pains to notioe the yield to the acre on the farms worked by negroes on their own account. We do not blame the colored people for their want of man? agement or want of means. No one but a Radioal politician dreamed that a race of sA.?x?& va. lt**, ^^?."vt, vt ^vwi, of their emancipation possess the industry, patience and self denial whioh are tho oharacieristios of the Cauotsiau laborer Fi id the peregrina'inc Rid c ils Allowed the oolored people to go qlint ly to work at the close of the war, they would now be as la borers all that we could desire Bven as Ult, ? he negroes have steadily improved. They work well this year; but they are still far from being as diligent and as painstaking as we hope one day to see them. We admit that ihe cotton crop of 1869-70 will realise far moro money than was real? lied from i he crop of 1859-GO. But if the Times and Commercial Advertiser argue that this is a pr'jof of the b-jnefioi il effects of"de basing negro rule," we ask whether it is better for the free laborer to have a large crop at moderato priors or a small crop at extreme prices f At present the mtia ob jeot of the planters id to eoouomixe labor. What they aim %t is an .corease of the yield to the nore. Besides, the Cwniparaiive in efficiency und instability of the adored peo? ple have ooinpclled the planters to en? courage Asiatic immigration. Tais is hard ly a strong case in favor of the negroes t Tue rapidity with whioh this State ia ao oumulatiug money ls, indeed, marvellous, but the negroes have no part or parcel in it. [t is the result of the hard work and self denial of the white raoe; it is not the result of the work of the negroes. Our people spend far less than they spent before the war. They are economical in all their habits; they give- a dose attention to the details of manag? meut; they do not waste their manns iu luxurious dissipation. This is the way iu whici the wh tes are making money, aud tho cl ired people ctn, if they ?ill, m ike money ia th? same way. We do not wish to sue iii ut suffer. We do wish to sei> Hiern prosper?os ind happy Thu Rad ?cal Suite Gk>vtsrtitnetir,or "the de? basing ui'gro rule," cinnot then claim the credit of oue doll ir of the milli.ms of money *bioh i.ur pc?pl.- ha.o reultisd from theil cuips. An hundred new soo. men for ptu-Heriug the people are afoot and will soon sea daylight. The 8 ?te and oanu'y umbers, with a few ex septionn, are ignorant and irresponsible, 1 not dishonest and depraved. Where, then, is oar security from ruinous taxation ? Where is the blessing of this "debasing ne? gro rale?" We have drawn the wagon out of the elongh, bat the mud of Radi? calism still clogs the wheels. All that we have done has been done in the faoe of obstacles unnumbered, and we say in earnest, what the New York Commercial Advertiser says in bitter jest: "Ir THE PALMETTO STAT? IS ABLB TO ACCOMPLISH SOCK WONDERS UKDKK NCOKO EI LE, WHAT A PEOSPIKOUS F?TUBB AWAITS HEB UNDUE A "WHITB MAB'S OOVBBBMBKT.' " The Police Bill. The Police bill, as introduced ia Council last week, will increase the polioe force to fire officers and one hundred and ten pri? vates, making the whole cost of the depat ment-including the detective force, the maintenance of prisoners and repairs ef bnildings - about $100,000 a year, in? stead of $60 OOO, the estimated oost of the foros as it stands. It is, perhaps, useless to nrge that the eily cannot pay the interest upon its debt, if expenses are allowed to run ahead of the estimates in this wild way; and yet we haro a fiiat hope that Counoil may be persuaded to amend the bill so as to bring the whole oost of tho foreo to the neighborhood of $65,000 or $60,000 Sixty privates would be enough in all conscience. Tao oily is quiet and peaoeful. Ibero is no suggestion of an expected riot, and, for the life of us, we cannot see any good reason for mnkiug more costly what ia cost? ly enough. The present system, with its night polioemen and day polioemen, was not expected to be a Buooess, but we are confident, that sixty reguHr policemen, well chosen and well officered, will give us more protection than wri have now, and perhaps as maoh as wn need. THE Columbia Piiosmx tails into line on the "third party" question, sayiug : "Tbongh, however, no new party is called for, let it be bo ne in mind that there is room io tho old for now life-new energy-now virror.
