The New York Times and the New Yorl
Commeroial Advertiser, whose leading ar
tides upon the condition of this State wi
print this morning, have come to thc com
fortable conclusion that "debasing negri
rale" seems to suit ns, and that thu rapidity
of our recovery from the depression cmsec
j by the war "makes oat a very strong oas?
for the negroes." As loog as the Radio*
party exist?, it will, of course, claim toi
Radical doctrine and the Ridioal negrc
the credit of all that the South m Ay gain by
thc increased activity, the close economy
and the nervous industry of tho white pop?
ulation. This is no more than we expect;
but our New York Ridicii contemporarie6
speak for once so kindly and cheerfully ol
this "Oradlo of the Rebellion," that it ie
hardly generous to barst their economical
bubble. We may, however, ask in what way
this State has been the gainer by the eman?
cipation of the slaves?
In 1860 ths raine of the roal and personal
property in Sum h Carolina was $548,138,
754, and in 1869, the present year, the
aotual value of the real and personal pro
perty in tho State, aocording to the returns
of the district assessors, was $114,976,271
Adding thirty-three per cent, to the gold
valnatioc of 1860, we fiad, therefore, that
the loss of real and personal property,
ciosed hy emincipatiou, is no loss than
(616,875,401. 0 nilling personal property,
which iucludes slaves, tho losa in value of
real properly alone is $98 905.205. This
was a direct, result of negro emancipation.
The objection may be made that the negro
did not free himself, but was made fret ; BO
that he is not responsible for this fearful
loss of property, bat is tho etuso of the
large crops which are now making in the
State. La as see how this will work out.

to 158,413 bales. And if the producion of
souon were left to the colored people alone,

exaggeration is known by every man who
has taken the pains to notioe the yield to
the acre on the farms worked by negroes

better for the free laborer to have a large
crop at moderato priors or a small crop at

The Police Bill.
The Police bill, as introduced ia Council
last week, will increase the polioe force to
fire officers and one hundred and ten pri?
vates, making the whole cost of the depat
ment-including the detective force, the
maintenance of prisoners and repairs ef
bnildings - about $100,000 a year, in?
stead of $60 OOO, the estimated oost of the
foros as it stands. It is, perhaps, useless
to nrge that the eily cannot pay the interest
upon its debt, if expenses are allowed to
run ahead of the estimates in this wild way;
and yet we haro a fiiat hope that Counoil
may be persuaded to amend the bill so as to
bring the whole oost of tho foreo to the
neighborhood of $65,000 or $60,000 Sixty
privates would be enough in all conscience.
