Turning to Siuth Carolina, we find tba she holds an enviable position, in one par tioular at least, among her sister States 8nu<h Carolina in the year ending July 1 1870, win probably export cotton, noe and other produc? to the raine of $80.000 OOO which, with a population nf *bnnt 670 OOO, will give an average of $44 78 for eacti in dividual, whioh isa x times greater than the average of the 8tates outside of the cotton belt. Ii may, therefore, be assumed that (his 8?ate has within her greater elements of true prosperity than eau be found in the North or West. Ia order that these rle menta of prosperity may be turned to the beat account, we must havelabor and oapital Labor we hare; but it is insufficient iu quan? tity and uncertain ia oharaoter. White immi working strength, and the Chinaman, whees queue will sosa he familiar in every district, will, by competition, keep the freedman to his work and wean him from the idea that negroes oan lire en polillos alone. Capital we are accumulating every day. This cap? ital is timid and does not seek immediate investment; but the planters, unable to in? vest money in negroes, and unwilling to buy m re land, will in the end be foroed to devote their capital to improving their plan? tations, buying stock?, building railroads and factories, and to encouraging other en? terprises of an industrial eharaoter. This will give life to tho State, and every man will receive his share of the general pros? perity. In addition to our home capital, we expect to obtain capital from the North. Next winter the Northern capitalists will turn their eyes toward South Carolina; for we can offer them opportunities of making money which cannot be surpassed. Besides the crops of this State, there are other sources of wealth which require only development. We have two vast beds of kaolin clay, one on the South Carolina Rail? road, the other on the banks of the Santee River. This clay is very pure and capable of being manufactured into the finest crock? ery, while we import the latter from the North and Europe. In several sections the bnhr stone abounds, of tho best quality; but thus far it has been allowed to remain unmolested, while we get our grindstones from New England. "Oar phosphate inter? ests are rapidly becoming of great import? ance, and will be great sources of wealth to the Stale; but, thus far, their true import? ance has been more shrewdly peroeived at the North than by the majority of eur own capitalists at home. Our people are fast ap? preciating the good effects resulting from manufacturing our cotton at home, and we now have twice as many factories at work as were in existence three years ago. All of them are supplied with the latest style of machin? ery, and caa exeel the best managed mills of New England, as our people have their colt CD on the spot, and hare no additional charges of freight and stealage to pay- AU that is requisite is earnest enterprise, to make our cotton goods drive, from our market the fabrics of Ne? England.. Tho water power of the State is abundant, and three bold and deep rivers traverse her entire length. She has" 10,000,000 acres of land covered with as fine lumber as this continent pro? duces True, we are now under the rule of thieves and negroes. An adventurer, un? known for any good, but known too well for evil, now occupies the chair once graced by John Laurens, Wm. Henry Drayton and John Rutledge. A oonvieted thief and forger, and suspeoled incendiary and, mur derer, now stands where Langdon Chevcs and William Lowndes once stood. We par ticularly r?alit? the degradation of our State, when we compare the characters of the men who now rule us with those of the noble men who formed this government, and gave South Carolina ner honorable posi tion. But this forced degradation cannot and w il not last. Raeoality, like all other dogs, has its day, and the next general election will burl from power the rogues, and put in their places honest and respon aible men.
