Ihe same cotton brought last season thirty-five cents in this market, when the ordinary cottons were worth twenty-four to twenty-five cents. The accused was required to give $300 security to appear before the State Court for thal. There are parties in town trying to get one thousand hands to work on th? Bruns wick and Albany Railroad, and are offering $32 60 month. They bave in six weeks time secured about only twenty-two out of the several hun? dred idle negroes in the city. There is a street in Charleston called Seces? sion-street. Catharine Connally and Sarah M. Norden, white, were fined $5 each, yesterday, for run? ning, around the street after midnight for whiskey. Their plea that they were in search of it to give to a sick child was ascertained to be false. Several drunkards who had been drunk lately were fined $5 each by the Mayor yesterday. One, who said it was bis first and would be his last drunk, was discharged. J. D. Simpkins was fined $23 for having ker? osene oil on his premises. Council meats at eight o'clock to-night. Somebody's axe bas grown dull. Several afeeting-street merchants were ar? raigned before the Mayor yesterday for ob? structing the sidewalk with goods. They proved that they were receiving goods and were discharged. The following bill was introduced by A'der scan Voigt at the last meeting of tbe City Council, and read a first time: A BILL TO APPRAISE THE BATE ABLE PBOPEBTY OF THE COT OF OHABLB8TOB, ABD FOB OTHES PDSPOSES. Whereas The fundamental principal of justice to all, in the levying of taxes for the maintenance of government and good order, depends essentially upon equitable appraise? ment ot all the rateable property of tbo com? munity; and whereas lt is knora tbat great discrepancy now exists in tbe appraisement ot real estate In the city, and to the end that the evil may be corrected and justice done: 1st. Be il ordained by the Mayor and Alder? man of Charleston, in City Council assembled, and it is hereby ordained by authority of the same, that a commission of three citizens be appointed^ the Mayor and Committee on As? sessment, one of whom shall be a carpenter, and another a brick mason, each of whom shall be known and approved as competent contrac? tors and builders m this city for the last ten years, and the other citizen to be of good ex? perience in the general value of real estate and au owner thereof. 2d. That each ward shall elect by real estate owners therein, two real estate owners thereof, who shall aot as auxiliary appraisers for their respective words, with those appointed by the city, the whole of wbom shall he known as the a ppraisers of real estate for the City of Charles? ton for 1669-70, sod their appraisement shall be conclusive, SB to approximate value for taxation, 'till otherwise changed by law or or? dinance. Si. The appraisement of all lots shall be as to their fr?nt and depth-the land in each block or square beinatirst fixed in value, after due consideration or its locality and surrounding advantages; but the buildings thereon shall be valued at what it wou'desst to erect them at timo of appraisement, making due allowance for age and decay; but should this commission tad to agree by being equally divided as to the value of any real estate, then the Committee of City Council on Assessment, or soy one of them, shall be an uropirj therein, beyond which there shall be no appeal bnt by written statement of grievance, sworn to before a magistrate, to be B abm it ted to trio Mayor and Council for their consid?ration, whose decision shall be final in all snob cases. 4lh. The said commissioners shall enter in a book prepared for that purpose by the city assessor, the number of each lot, the dimen? sions thereof as to front and depth, and kind of house ar building thereon, if soy, whether of brick or of wood, ana the number of stones high, and the appraised value tirfreof. 5th. The number assigned to each piece, parcel or lot of laud in this ci ty, and affixed by said commissioner, shall be the number by which each person, making returns hereafter, shall designate every such piece, parcel or lot of land; which retorna shall also truly show, ts per tfile, th e front and depth of lot, and kind of house or building thereon, if any, or forfeit the cost of such true discovery as shall be ob? tained from archives of real estate; and each and every person or persons in charge of any real property in thia city, whether as actual owner, guardian, trustee, executor, representa? tive at law or otherwise concerned to respond therefor, shall, on or before the-day of-next, make just, full and particular return of all such property as may be in such person's account? ability, whether it be taxable or not, including ali railro id property in lands and buildings, all sr-aritablo institutions property in land and buildings, all church and school propertaj in lauds and buildings, and whatever other prop arty in real estate may be in any way held within the corporate limits of the City of Charleston, to the end that all property may be fully represented m facilitating the object of i complete census; and the sata returns shall lerve for the year 1870. ?xcept where property may change owners before the 1st day ot Jan? uary, 1870, in whioh case the fact must be made k own to the assessor on or before the Loth of January, 1870; and every person failing to'comply therewith shall be chargeable as is now by law declared against defaulters in making returns of taxable property. Ihe pay of said commission'shall be at tbe rate of one-eightieth c 1-80j of one per cent upon thc appraised value of each ward, to be equally divided between Abe rive commis? sioners and a recording clerk, to be assigned them by the Mayor, the payment to be made when the whole aporaisement of the city is completed, which mnst be on or before the thirty-first day of December, 1869.* 7th.
