The general eleotions in South Carolina do not take plaee until the fall of 1870, and under ordinary circumstances no serious preparation for the canvass would be made for some months to oome. There is no doubt, however, that the Bo public ans are already - making ready. They are doing their best to solidify and strengthen their p ir ty ; for they doubtless feel that the strag? gle next year will be one of life or death, and that, defeated then, Radicalism in South Carolina can never rise again. On the other hand, the anti-Radicals-nail them Dem?crata, or South Carolinians, or Conservatives, as you please-are stirred by the bustle in the enemy's camp and are weighing the chanoes of success. There are but two parties in the State, and there will be but two parties-the Rad? ical or Bepubliean party, and the Ant - Radical party. One of these two parties must role in South Carolina. The forma? tion of a Liberal or Conservative Republi? can party-that is to say, a third party -would, we firmly believe, make a Radi? cal triumph a foregone conclusion. But while we have but two parti is, the one Radical and the other Anti-Radical, we go into the fight with as bright a prospeot, as the most sanguine could desire. The Radicals have, of course, the advan? tage of being in power. The Legislature, the Treasury and the Courts are under their thumb. Nor will they hesitate to use their every lever to move the oolored people from their usual inertness, and to ohm g^e them from mere voters into active workers for the party. The militia, with the arms of im? proved pattern, will be turned to account, and for the next twelve months every effort will be direoted to the one end of electing the whole Radical ticket. The cohesive foroe of public plunder will stand them in good stead; they will do their best by soft words and pretty speeches to win friends and weaken their opponents. This is the Radioal party-a party taint? ed with fraud, robbery and corruption; which has used its power to enrioh the few and not to benefit the masses; which bas filled nearly every State and county ort( e with irresponsible and ignorant men; wbioh has taxed the people to excess; whioh has broken every promise it has made to white man or negro. Of what will the other party-the Anti Radioal party-oont-isi ? It will consist of every man who has been oppressively taxed; of every man who wishes tn sae his property secure; of every man who desires that capital and immigrants may pom into the State; pr every man who loves an able exeoutive, a pure judiciary and an upright and responsible legislature. The lines for this State contest will be drawn, not between Republicans and Demo? crats, as national political parties, but be tween fraud and fair dealing,/ximvagance and economy; bei ween The party whose only aim is to fill the pooketB of its chief men, and ?he party whioh pledges itself to give > qual justice and equal protection to every Olass of citizens. The Anti Radicals will stand upon a broad platform. Tuero neei not be a iUw in their armor; nor is there auy reaso ? why they should not, witu ease, obtain enough colored votes tp give them even more than that respectable majority in the next General Assembly without which there is no hope fer all 8outh Carolina. We are agreed that another General As sembly like that with whioh we are blessed would make prosperity impossible. We are agreed that the Anti Radioals must have at least a majority in the li en er al Assembly to be elected next year. Ii these pointe are only borne steadily in mind for the next few months, defeat will be well-nigh im? possible. Thc Appraisement of Property. The bill to provide for the appraisement f the real estate in the City ot Charleston, ntroducea by Alderman Voigt at the last meeting of Cuy Cum.eil, provides a simple lan for obtaining ar just vnluutiun of the real property in me city. Three properly qualin- d appraisers are to be appointed by tbe Mayor, and the real estate owners in eaco ward are to elect two of their number axillary appraisers for the ward These auxiliary appraisers, with the appraisers ppotmed by the etty, form the "Board of Appraisers of Real Estate" lor 1869-70 The general mle to govern the appraisers appears to be fair and proper, and the rate compensation for the Board is moderate enough. Toe appraisement must be com et dd by December 31, and an alphabetical list of all the taxpayers in the city is thtn be published in book form Wt- see no obj-c>ion whatever-to the bill, far as it applies to the appraisement of real estate. At present, most of the real estate in the city is valued too high, and. although for some persons i e valuation will low enough, the system proposed by Alderman Yoigt is BO dearly equitable that lt will leave no room for reasonable com plaint. In addition to the provisions for the ap? praisement of real property, Alderman Voigt's bill provides that a censas of the city population shall be taken, showing the population of each ward, the number of males and females, and the number of males and females of each raoo of twenty-one years of age and over. The State census is now taking, and the United States oensus will be taken next year. Yet, in order that we may know how we stand and what pro? gress the city has made, we shall be glad to begin at once an independent oensus; provided, only, that the cens?a-takers are so intelligent and careful as to make the oensus, when completed, worthy of confi? dence and trust. The State oensus is tak? ing in a slovenly way, and a oity oensus on the same pattern would be a delusion and a snare. If Alderman Voigt will give us steady and careful men as census- takers, his whole bill will deserve public support and the prompt approval of Council. Mr. G. W. WATERMAN, a brother-in-law of Governor Scott, will begin work on the Dick's Creek Tunnel, Blue Ridge Railroad, next Wednesday. Waterman is the man who, about the time of awarding the con? tract, said that "his brother Robert had "South Carolina in a sling." Robert is p lying him baek. THU New York Herald, of Saturday, review icg the market of the previous day, says : "Southern securities were dull but strong. The market is firm on account of the flattering cot? ton prospects of the South. THE CHARLESTON NEWS says that the twelve cotton States ?ill this year show more true prosperity than any other section of the world, and shows that this year's cotton crop will amount to 3,000,000 biles, and that the average valne or all the crops will amount to sixty-four dollars per head or the population. South Carolina is doing even better than this average, and will yield this year products worth 150,000,000, or an average of about 175 per n>ad. The rice crop of Louisiana is estimated this year at not less tba>n 70.000 barrels. Before tbe war the average was not above 10,000 barrels.
