Maokey moved to go into an election for Inspector General, whioh he afterwards withdrew to allow Ald?rman Voigt to introdnoe ' a bill "to appraiBO the taxable property of the City of Charleston and for other purposes." It was introduced, and, ou motion of Alder? man T. J. Mackey, ordered lo be printed. Alderman E. W M. Mackey repeated bia mo? tton to co into an election. Alderman Voigt said there was an ordinance providing that an olootion could not be bold without five days' notioe having been given. Alderman E..W. M. Mack? y stated that ibo ordinance had nothing whatever to do with an olootion ot this character. The o din ance was sent for, and it was found that it only provided lor a notice of five days to bo given for tho nonna! (general) election. Alderman Collins remarked that there was a great deal of agony about this election, and he boped that the matter would be hurried up, as he if anted to see the agony over. Henry White, member of colored F ira Com? pany No. 5. was near the engtne bonse on the night of the fire, and when the alarm of fire was given rushed around to the engine house and found the door shut. When it was opened by Ur. Wagoner, with an axe, he went in, and noticed that lhere was fire in tho rear and on left aldo of the building. He assisted in taking tho reel ont of tho bouse. When he attempted to reel off the hose bo found it tied. The rope was cat. Atter nearly every r?volution of the spool it stopped and a rope bad to be cot be? fore any more bose oould be reeled off. John H. Gilbratb, colored, substantiated the ?tateme o t of White. . Mr. Thoa. E. Strother, heating the alarm of fire, went on the pavement and noticed a light at the Monowai I Engine Honse, and wont there and saw a man trying brr knock the door down with an axe. When the 'door was opened, tie went in and noticed that the loft-hand closet was on fire. He then helped to han! the engine to tho well. The reel was then brought hp. He did not know anything about the reel being tiecL ' . ' Mr. A. W.
