The average depth at whioh ho can work comfortably is about ninety foot, whioh was near the depth at which the operations upon the Boyal George were- conducted. At this depth the pressure of the water on the hands is so great as to force the blood to the head and bring on fainting fits, while the requisite volume of air inside the dress to resist the outward pressure of the water is so great th it he would speedily suffocate. CHARLESTON. THURSDAY MORNING, AUGUST 5, 1869. Thc Cotton Swpply. The oable advices whioh reaohed us a day or two ago in regard to the action of the Liver? pool Cotton Supply Association, show that our English cousins have but slender faith in the capacity of the Southern States, under the free labor system, to produce crops of cotton whioh shall be adequate to satisfy the wants of Lancashire. They feel the national necessity of providing at onoe a supply of some sort, sufficient in quantity, and upon the unfailing oontinuanoe of whioh they oan absolutely depend. Henoe they are again looking to India, and planning a stematio development pt the railway sys? tem of that region, whioh shall facilitate the transportation and export of Indian I cotton, and so give the most efficacious stim? ulus to its produotion. There are four great roads already planned in India, in support of whioh the action of the Cotton Association is taken One of thene is along the valley of tV>? In? dus; one to Tinnevelly and Triohinopply; one to Verumgoon, and the last into the Mahratta eountry. The argument urged by the friends of the roads is that it is a wiseohoiceof evils for her Majesty's Govern? ment to assist the oonstruotion of these roads rather than allow cotton culture in India to die out, as it must do, if the comp?tition of Amerioan cotton is kept up with the rela? tive advantages of the rival producers un? changed; that the reads cannot be built without such aid: that, being built, India will supply the Lancashire mills, and speed? ily and permanently relieve them from their present dependence upon the cotton fields of America. It is urged, moreover, that the very oountry that thus supplies the brade material for manufacture will, by the heightened facilities for transport, beoome a great market for what is manufactured. Though the resolution of the Cotton Sup? ply Association in no degree binda the gov | ernment to the aotion proposed, still, the uniform favor whioh has heretofore been shown by England towards the policy of extending the railway system of India, when nothing more than the prosperity and political stability of her Aaiatio proyinoe waa involved, would seem to render it cer? tain, now that Liverpool and Manchester have declared that the safety of the great home manufacturing interest is al stake, that the request of the association will be met with a ready compliance. Thus aided by the British Government, the lud?an cot? ton growers may, in a few seasons, be able to bring their fibre into a closer and moro dlreot rivalry with our own than las been possible in the past. But. in all thia there ia nothing to occa? sion the leant disquiet to the cotton plant era of the Sooth.
