An extraordinary freak of our versatile and eccentric Governor has just been brought to light through the instrumental? ity of a bill in equity filed in the Court of Common Pleas for Laurens County, in be? half of the President and Direotora of the Bank of the State of South Carolina against the Laurens Railroad Company and others. The bill complains that at a sale, nader an execution at law, of the rolling stock of the Laurens Railroad Company, (that corpo? ration being inaolvent, and the State and the bank being both heavily interested as creditors in the disposition of its assets,) "a locomotive was sold and knocked off to ..Ai? Excellency Robert K. Scott, not in hit "oficial character as Governor, but to hil? at "an individual, and that the agent, one Jo? seph Crews, who acted for the purchaser, "has proclaimed that he meant to remove the "taid locomotive, regardless of the para? mount liens of the State and the bank, "both liena being perfeoted long anterior to "the judgment under which the locomotive "waa sold." The complainants therefore pray that writs of injonction may issue re? straining Governor Soott and his agent, Crews, from removing the locomotive or any other movable property of the com pany, of whioh they may hare become the purchasers. . This is one side of the story. The answer of Attorney General Chamber? lain, representing the interests of the State in the matter, sustains each and all of the allegations contained in the bill, and more? over explicitly charges that "the purchasers .?'under said tale (Scott and Crews) are now "dstifinina and contriving to renton* and dis "pott of taid property to pw -hosed " The Attorney General, therefore, joins in the prayer for the injunction. What does all thia mean ? Ia it possible that the Governor of South Carolina, bound as he is to look after and proteot her inter? ests, has taken advantage of his office to bay, on bia individual account, peraonal property upon which he knew that the State holds a lien, and that he ia seekirg to re? more such property beyond the jurisdiction of her courts ? Thia, it seems to ns, is the statement of faota whieh we have upon the authority of the Attorney General himself. Is the Governor not satisfied with his smart speculations in stocks and bank bills, and his liberal dabbling in railroad contr?ete, that he mast also try his hand at the loco? motive buainess ? Will ?'Veritas" tell us ? The Confederate Debt. We stated a few weeks ago that the Im? perialist, published in New York, in the interest of the "bloated bondholders," ad vocated the payment of the Southern war debt. Ia ita issue for July 81, it publishes a communie ition strongly condemning such a view The correspondent remarks : "If "we are to pay the debt of the South? why "not pay for their negroes and their other "losses ? Would it not be aa just ? What "claim have they on government ?" "Just so;" replies the Imperialist. "That's "oar opinion. Will our friend tell aa what "sort of a thing 'government' is that it "should owe anything to amy body ? What "ia government ? Ia it an entity ? Has it "a oonaoience-a heart ? Haa it-our own "especially-a probable future atate ? We "think not. Gar view ia that national debts "are due by the people themselves, and not "by the machinery by which they are gov "erned. It ia true enough that the people "of the North hare no obligation to pay the "debt of the 8oath, though it might be "wise for them to aaaame such. Nor have "the people of the South, exoept as one of "the misfortunes of their defeat, any part "in toe d bt of the Uaim; and yet it would "be wofully unwise foi . - >m to advocate its "repudiation. Their own iebt ought not, "of course, to be paid 'at ita face,' since for "the greater part of it no ?value received' ??was ? ver obtained, and ila present holders "gave nothing at all fur ii; but a proper ad ' jus'ment might be arrived at. As to the "slaves, all their value m ty ba fairly looked "upon as ?property destroyed by the war,' ?'and the South has as good a claim to oom "pensation for losses reoeived io battle or "in siege. They fairly rinked all that when "they took np arma. The mere burning of "any man's house, however, does not liqui? date any just mortgage thereon-aor does "it extend the mortgage over any other "man's boase " Of course, the meaning of all thia, if, i nd? ed, it can be said to have any real, earnest import, is, that the good people of the Uuited States, Seuth as well as North, must be thoroughly indoctrinated into the belief, that repudiation of the national debt is the Unpnrdonable Sin. The South now bids fair to hold before long the balance ef politi? cal pow?-r. and as it is co*, unreasonable to suppose thu a repudiation party m i gb-, from oae cause and another, ooaot many adherents among the people 0f the South? ern States, and as comparatively few if tueie government securities are held here, the organ of (he "bloated bondholders" deems it necessary to attempt to bauabooz?e the good people of the Sooth, and talk about paying our war debt, oot "dollar for dol? lar," bot OD aa "equitable adjustment," ?c. Toere may be some among us simple enough to swallow such a bait, though we confess we know of none such. Our readers, however, will be amused to observe these imperial and financial developments, aad for this reason, and not because we attach any importance to these hypoorital lucubra? tions, we have noticed the passage given abov?.
