THE STBEET INSPECTOB EMPLOYS FIFTY HANDS.-Jos. H. Jenks, Street Inspector, has, since entering upon the duties of his office, received five hundred applications for work from negroes. Boyd, white.- It is thcught that he will find it necessary to employ more. OOTERNOB SCOTT TO BE EUCHRED Is the substance of tho first rumor, and it states that the said body ot Radicals are already getting up the ela ce for the ?State election in October, 1870. Oa it the names of Dr. A. G. Mackey, late Collector of this port, and F. J. Mosos, Jr., Speaker of the House of Represen? tatives, ore written, the first for Governor, and tho latter for Lieutenont-Uovornor. To pre? vent Governor Scott from running, he will be given a stick of candy in the shape of a nomi nation for United States Senator to amuBe himself with. The party intend to eleot tho two persons first named, all the while pretend? ing tobe pushing the interests of Scott as sen? ator. So soon as Dr. M. and Mr. Moses are elected, the former will be nominated for the senatorahip, and will be elected. Hi prefertng tho latter to the Governor's position, will re? sign as Governor and go to the Senate-Moses, the choice of this taotion, then, of course, be? coming Governor. Governor Scott will then go -home. THE THIRD PASTY. Tbe second^rumor has it that this same laboring fact'.rb. - may it not bring forth a mouse?-is forming a third party, tbe object of whioh is at tin/next State election to kick out of office, and, if possible, out oi' the Radical ranks, Governor Scott, Parker, State Treasu? rer; Jillson, Educational mau, and other per? sons of like character, whom the said faction term disreputable, and to place in office more reputable men, auch ai those headed by Attor ney-General D. H. Chamberlain. The Third. Partyites assert that they have promises of ad? hesion to their policy from, all parts Of the State, and that some of the prominent men of ] Charleston express their willingness to go into it, and they (the "Third's") state that all tuat they need to corry out their policy is inaction on the part of the conservative white people previous to the election. The following letter baa been sent to us hy a resident of Ward No. 8, and is published as a warning to our citizens : CHABLXSTON. July 18.1889. TO THE EDITO lt OF THE NEWS. You would greatly oblige some of the resi? dents of the Upper Wards, if you could give us some information in referenco to these negro census takers. Last wees a negro wont around in Ward No. 8, taking tho names of every per? son, old and young, male and ten?ale, tbeir age, &o., &c; thus week, snottier black negro comes around with a big book, and says "Iis tho 'norgor." Ht wants to know how much silver spoone, forks, and other ware you keep in the houao, and what you value it at. He does not itemize the articles, but puts down tbeir value, with the owner's name. Also, tho value of >our furniture, ?cc. If he is in any way doubtful, he demands to be shown the pieoes, and marobes in private bed chambers, with his dirty black assistant, and scrutinizer everything. Yesterday afternoon, this blaok devil, "tho City Sessar," went into a lady's houBo in Spring street, and not being satisfied about the value of the silver plate, dcmxnded to sro it. The husband of the lady fortunately coming in at the time, i.skol tho negro to show his authority, when he said, Tee boen 'looted to *he City Sossar, by Mr. Pillsbury, and he tole me to go round " He was ordered out of ibo house, and when near the door, exclaimed: "I'll bab dis house marked." C. De Large the following particulars: The City of Charleston ia allowed six assis? tant census takers, who are: W. H. Gibbes, N. Levin and W. L. Gowan, white, aud George Loe, W. K. Jervey aud P. L. Millet, colored. These six have employed and pay two other census takers, viz: John Robinson and Peter Morgan, colored. No ot her person than those named has authority to ask for any informa? tion of any citizen for cenuue purposes, j Each census taker is provided with printed books, and is required to obtain the number of persons of different ages in each family, dis? tinguishing white and colored; a"so a report of the quantity of farm and garden produoe rais? ed during the year, the number of animals, tbe quantity of machinery, and other statistics of a like description. This the census takers are authorized by the law to require to be given them, under penalty of a fine, but they have no r ghi to ask f_r any information in regard to plate or a poona. Any men who have asked for this, have nothing but robbery in view. Every householder should be on his guard against them. - 1 " DeLarge seems to be anxious that every? thing should go on smoothly, and requests that immediate complaint be made if there be any incivility or impropriety of behavior on the part of any of his assistants. Mr. Isaac Hope, a young Englishman, who has been in this country only a few months, and was living with Mr. John Davis, died very soddenly on Wednesday from the effects of sunstroke. The Courier, of this date, in commenting upon the cost to the State of feeding the pri? soners in our county jails, makes a most vio? lent assault upon the truth of the old adage, "Fi gu ros never lie." As its erroneous State? ments are calculated to mislead the few per? sons who read that ancient and splenetic jour? nal, I beg leave to correct them through your columna. Error No. 1. "There are sixteen hundred prisoners In the various county jails -through? out the State." This is evidently a gross exasperation, as there are but thirty-one (81) jails in the State, and according to this estimate they average fifty-two prisoners each. H The records show that our county jails aver? age about fifteen (15) prisoners each, making a total of four hundred and sixty-five <465) in? stead of sixteen hundred (1600,) as stated by the Courier. Error No. 2. "It is well known that the ra? tion of each soldier in the United States army coats the government just eleven (ll) cents." The commissary at this post will inform the Courier ' that the ration of each soldier in the United States army costa the government just" twenty-four cents and seven one hundredths of a cent (24 7-100, ) and the commutation vaine of snob ration is thirty (80) conte. It is a well known fact that the government perchases its arm? supplies in large quantities and afc the lowest wholesale rates, hence the cost or the army ration to the government is no criterion by which to determine what it should cost the various sheriff's to feed tbe prisoners in our county jails. The army ration, taking quanti? ty and quality, o innot be purchased in this market, at wholesale rates, f r less than thirty* five (85) ?amts. The Courier, when it advo? cates an allowanoe of only sixteen (16) cen Ls to feed a prisoner, must have in view the bill of fare that led Olivar f wist to beg fox "one more bean." _ FACTO. First, thanking you for'your confi? dence in believing that 1 would not swindle a poor freedman dui of twenty-five dollars, 1 shall proceed, in as brief a manner aa possible, to make the following statement of the affair. As far as the writing of the or uer io concerned, I care nothing ?boot it. The ingenuity shown in garbling it is certainly deserving of great credit. Aa the only apparent objeot the Georgetown Times had In publishing it was to show up my ignorance, and aa I plead guilty to the charge, I would congratulate the Times and di others of its ilk on their easy victory, and say soy evidence on such score is unne? cessary. .
