Io one State alone, says the Louisville Courier-Journal, sixteen hundred ladies have promised him their sons as pupils'tor his military academy. -Trie remarkably quick (lesa than thirteen nays) -passage out of the yacht Dauntless, as announced by the cable, is considered another feather in the cap of her owner, Mr. James v -Gordon Bennett, Jr. Mayor Hall, when he heard the newt*, ordered Marshal Tooker to fire one hundred guns in front of the New York City Hall in honor of the event, and the order waB promptly obeyed. -The important office of editor of the New York Times haa been offered to the Hon. The attractions are said to consist of a salary of $10,000 a year, with a large in? terest in the proprietorship of the paper on very favorable terms. As Mr. Bigelow had just completed his arrangements for a pro? tracted residence in Europe, be naturally , hesi? tates to change his plans. -The Cuban expedition (one hundred and twenty men) that quietly slipped away from New York, on the 23d of last month, as quietly returned to New York on Saturday evening last, in the brig A. V4? vailing so badly in the insurgent aamp that all hands concluded to return homo while it was yet in their power to do so. -Another duel between two negro women, rivals in the affections of a young man, come off the other day in Tennessee. The battle was with bludgeons, and lasted fifteen minn . ntes. The survivor had an arm broken, an ear bitten off, half her hair gone, and bruises and scratches over her entire person and face. The other giri waa apparently getting the best of the fight, having only lost two front teeth, when her adversary, immediately after her right arm was broken, grasped the club in her left band, and with one blow broke the girl's neok. -A joint meeting of all the trades unions cf this country is soon to be called to take into consideration what measures, if any, should be taken by them in view ot the great influx of Chinese emigrants to this country. The officers of the National Workingman's Union have lately eddreseed letters to various trades unions throughout the country, calling their attention to tbe matter, and asking advice. Repr?sentatives of the trades union of Califor? nia are now in New i'ork and other Eastern eitiea, agitating their brethren against John Chinaman. -An influential deputation waited-on the Duke of Argyle, secretary for India, recently, to urge th 3 total abolition of duties in British India, which, they thought, might in some measure mitigate the distress now prevailing in the cotton manufacturing districts in Eng? land. They gave the high pnoe of cotton as the sole cause of the present dis ress. The Duke was not prepared, in the present state of the India finances, to accede to so important a change. The average rate of duties ia only five per cent., but that low rate yields over two and a half mi ll iona sterling. He told them that the government had done all they possi? bly cou.d, by providing the planters with the best cotton seed, and granting other facilities for raising large cotton crops in India, to favor this industry. He hoped, he saids that aa soon as the inland communications of India were more perfea*' ?r5*?p!y cf SSttcn ??.i ai. ?hat country would be ample. Planters and cotton merchants in America should make a note of this. -Advices received in Liverpool report the arrival, at Fernando Po, of two hundred and fifty deportados, or political exiles, from Hava? na, tn the Soonish Government transport Borja. Tho horse and equipments aro valued at two thousand dollars. -At last accounts the Great Eastern was off Newfoundland, only thirty miles distant from the spot where the aplico is to be made. This cable run j from Brest to tho French island of St. Pierro, one of threo small islands belonging to Franco, lying off the south coast of New? foundland, and all that remain a to Franco of the vast possessions once owned by her in North America. From St. Pierro tho cable is to run to the shore at Duxbury, in Massachusetts. The French oabie is about 30?H) miles long 1000 longer than the Atlantic cable. Tho Great Eastern bad 2725 miles on board. The longest section, from Brest to St. Pierre, is 2325 mdes lone; tho section from St. Pierre to our coast is 722 miles long. A company, chartered by Massachusetts, viii carry out a line beyond tho jurisdiction of the United St doe, and there tie it to the French cable. In this way Judge Hoar's constitutional objections are to be avoided. The concussion of tbe French cable was granted to Emile d'Erlanger, of Paria, and Julius Beuter, of London. They secured the grant in July, 1863, and now, after the lapse of a year, they are probably completing/ the work on our coast. CHARLESTON. FRIDAY MORNING, JULY 16, 1869. Wednesday by the Pennsylvania Democratic Convention, it is hard to say who her the declarations whioh it contains in r?gard to negro suffrage and the Reoonstruotfon laws will strengthen or weaken the reaotion against Radicalism whioh is making itself conspicuoua in the "Keystone State." The South ian stand by the side of the Demooraoy <f Pennsylvania upon a plat? form whose nain planks are a maintenanoe of the constitutional rights of the States, opposition to the systems of taxation and finance and tc negro suffrage, coupled with the d?clar?t io? that the whole policy of reconstruction tends to destroy republican government aid to establish a tyranny. Upon these joints we go heart and soul with the Pennsylvania Demooraoy; but de? siring, as we do, that they may win a vio tory whioh wiL enoourage other States to throw off the badge of Radioal slavery, we hope there is nothing in the phraseology of the Pennsylvaiia platform whioh will repel rather than attract the moderate Republi? cans who are wavering between Radicalism and Demooraoy. The South is still hostile to negro suffrage and unconstitutional reconstruction. We be? lieve that the. negro is not and never will be able to vote with judgment and discretion. We believe that the reconstructions laws are illegal and revolutionary. But, exoept as it may be done under the law, we have no thought of interfering with the negro Buf _ ^ . . y? Nor do we pro? pose now, or at any future time, to make a fight upon issues whioh give tis no hew strength while they consolidate the forces of our opponents. Suoh issues are Negro Suffrage and Reconstruction, and of them we expect to hear but little in politioal contests in the South. The wrongs and humiliations caused by Reconstruction and Negro Suffrage will be always be? fore us; but when we join battle, lt shall be upon the ground thai we have chosen, and not upon the ground that the enemy has chosen for his own. The battle shall not be lost before it is begun. . The arguments whioh force the South to these conclusions should have even more weight in Pennsylvania; and we oonfess that we should have been more confident of success, if the "Keystone" Democracy had made "free trade, reform and the reduction "of taxation and expenditures" their plat? form, with only a passing reference to the suffrage and reconstruction. We presume, however,that all the oiroumstan?es have been well weighed, and as there must be a prob? ability of victory, we urge the Demooraoy of Pennsylvania to work steadily and vig orously for their own vindication and the vindioation of their party. Work will do it, even if the platform is not the strongest that oould have been devised. Work will make.up for all short comings. Work will wipe out Grant's majority of 20,000, and make our triumph sure. -e a ?BI 'i a-? Tile Irtela ( haren BUI. According to the ordinary course of pro . oodore, the Irish Church bul, as evlacerat ed hy the Lords, Will ba returned to the Commons, where divisions will bs- taken as to whetu?r ina?v Jtiousa will accept the amendments or insist upon retaining the original clauses in their iattgrity. There is no doubt of the result. The Commons will not give way, bat the conflict need not be either prolonged or serious. The Peers may ask for a committee of conference, and ona then, according to etiquette, recede from their amendments. Ia this way they will have made a show or Assistance, aad the popular wish will not be balked. If! they choose any other oouvse, the bill will be lost for this session. Parliament may^now ever, be prorogued, and when lt assembles a hew Irish Church bill, a copy of tbs present bill, will be hurried through the House of Commons aad passed through or over tho Lords. Th? ministers have the gams in their own hands, and they will play it out squarely. A WASHINOTOW letter writer oheers the Ne* York Journal of Commerce by tho fbi lowing statement : "Tennessee, Mississippi and Pennsylvania politics, especially the latter, will croate a stir soon. The prospects are now that Stages will be beaten m Tennessee, Geary in Pennsylva? nia, and Dent (goodness knows whioh Dent, the. Judge perhaps.) will be elected in Missis? sippi. In Williamsburg the addition made by the Board of Equalization was only twenty five per cent. In other counties the assess? ments were doubled and trebled. There is a very general determination to bring the matter before the oourts. The Executive Committee,, in arranging pre? miaras for the Fair next November and in choosing General Breckenridge to deliver the annual address, has also acted with commendable promptitude and spirit. TH? resignation of Mr. John Bright and Mr. W. E Forster from membership in the Reform Club, which the telegraph informs us has been withdrawn* had no political oause.
