This armament, it is stated, will contain the heaviest ordnance ever placed at Fort Pulaski.- 4 _Tlie Norfolk, Va., Journal has been in? formed by a gentleman- of the county that he worked forty-three negro men up till 1863, ainoe which time fifteen ?ave died. Of twenty four negro women formerly owned by him, not one has now a child alive. Last year, at the suggestion of Count Bismirok, the Prussian and Russian fleets cruised and manco J vre i together during the summer months; but a proposal to renew the same exercises this year has met at St. Pe? tersburg with an unqualified refusal. Poe's story, .Tbe Murders in the Ruo Morgue," is in the possession of Lieutenant J. M. Juu?ston, of Lancaster, Pa. Tho story is written in tho 1 fine print like hand" for whioh the poet was famous, on large sheets of heavy unruled foolscap paper. It seems to us that the copy must have boon re-written very care? fully for tho printer by Poe, as all the punctua? tion marks, capital letters, italicised words and paragraphs, aro carefully designated, which could hardly bc tho case in tho first writing of a stofy by any author, especially a story evinc? ing so much thoughtful analysis as "Tho Mur? ders in the Ruo Morgue." There are sixteen and a half closely wiitton pages of the manuscript. The third page does not contain a single erasure or interlinoatioo? whilst tho other pagos contain comparatively few, and those aro principally where the writer has ab? breviated or altered his method of expressing an idea by substituting a short for a long sen-" tence, or by striking out soma words in a son tones as surplusage. It also appears that the author bas carefully read over tho manuscript, J even after transcribing it, and in some in ; stances has substituted a different word for thc one first written, and in a few plaoos he has on tho magin of tho pages-purposely loft wide-interpolated aentencos. Every word in the manuscript is spelled correctly, and written so plainly thal the dullest typographer would havo no difficulty ia deciphering the copy. CH ARLESTON. TUESDAY MORNING, JULY 13, 1869. Coming to Ute Point. Il is evident now that the long cotton and rioe planters are of one mind, in their de? termination to take Chinamen as their prin? cipal laborera. This is settled, and we agree with our correspondent, Planter, that we must oome to the point and find out haw these Chinamen are to be obtained. Thors is at present no regular agency .n the East, of whioh ws know, where con? tracts may be made for Chinese laborers at a given rate. In Tennessee and tbs Mis sissipi States, however, the planters ara getting the matter into shape, and it is probable that at the Memphis Convention, whioh meets to-day, some precise informa? tion will be furnished. Ws have ourselves taken steps with a view to obtaining trust? worthy reports as to cost of shipment, tho time required to complete engage? ments, and other collateral matters, and we hope to be able ero long to give oar readers full and definite, particulars for their guidanoe. All the Information that we receive, either through the public press or private channels, will at once be made publio in our columns. We may add that we shall be pleased at all titers to receive and consider suggestions upon the import? ant question of Chinese immigration. A number of planters have already writ? ten to say that they will take Chinese if they oan get them; and we have no donbt that a thousand of these laborers could be placed in a few weeks. C., Brunswick, Ga., Darien, Ga', and St. Mary's, Ga., as destined to be to the South what Bast?n, New York, Philadelphia and Baltimore are to the great North, The North American remarks : "The focal points of Southern population, industry and commerce on the seaboard are already so conspicuous that it is extremely odd for any one to make a mistake about the mat? ter. These points ave Norfolk, Charleston and Savannah. No other positions on the South? ern seaboard can compare with these for natu? ral advantages. Charleston, in the heart of tho sea island ootton district, the richest in the South, and with railway communication extending thron ah the whole central South, ia eure to become a great city. "Theso are the points in that region to whioh the enterprissaand capital of the North . ern seaboard are now directed, and the great? ness of any other places there oan be but a dream. The ootton factories of the Southern interior naturaliy connect with Savannah and Charleston. Formerly those cities depended in too large a degree upon then* natural com? mand of the great Southern staples, ootton, tobacco, rice and naval stores; but now they are wide awake to the need of industry and enterprise. Their railroad communications extend westward to the Mississippi River. So? ciety, wealth, education and business at the Sooth all tend as naturally to theso centres on the seaboard as tbs same elements in ths North do to the great cities above named."
