In case of a refusal, ulterior measures will be adopted which it is believed will be backed by the entire American people. This course is calculated to obviate the ahn oat interminable delays which usua H y attend the settlement of claims against foreign governments. Many of the Alabama claimants are poor, and according to precedent, rnany of them may be reduced to bankruptcy or death, before their jost claims oin bs-settled. The President is known to folly recognize their claims to the protection of the government, and is anxious to present the matter in a tangible shape to. the British authorities. These offices are important, because of the powers entrusted to the persons who hold them, in matters of education and county taxation. -Upon the way in which these offices ara filled will depend, in a great degree, whether our local affairs are conducted with tba view of securing the moat benefit, at the least cost, or for the purpose of stir ring op antagonism of race and niling the pockets of officials. Strictly speaking, there is no political question in volved in the elections. Intelligence, hon? esty ?nd reepeotability are the only quali? fications which shouldie demanded of the candidates, ?sd the men who possess them should1 be supported by Democrat and Re publican .alike. The Radicals may, as usual, oraok their whip and denounoe every candidate who is not blaok in the face or black in the heart. If they do this, the attempt should still be made to show their poor dupes that it is to their interest to hate every public office ? filled by oapable and tr nat worthy persona. This may. fail, and a Bquare stand-up fight for the election of the best men will be the only resource, aa it is oertainly the simplest, lo Let us now drive the entering wedge Let us prove that we are resolved to have a word to say whon our money is to be spent ajad our property taxed. Let us show Rad? icalism that henceforth no offioe, however small, shall fall into the hands of ignorance and vice without a hard and persistent struggle. By persevering, by soiling every opportunity of electing a good officer in the place of a bad one, we oan, in the course of the next two years, revolutionize the whole State and local .government. This can be done. It is an object, worth striving for, and the first step to be made is in car? rying the May elections. Forney on Figures. Forney fays cf Governor Scott, of this State: "The bonds that were selling at 28 "cents on the dollar, when he took post essiou, "are now worth from 50 to 57." The truth is tbat old State bonds were 6-5 to 67 on the day of Soott's inauguration, and were quoted yesterday at 74, which is about 30 par cent, less than their value when the State gov? ernment was in responsible hands. Forney says ot the late lamented Mayor Clark : "The city debt of Charleston was five mil .-lions when the present Mayor was elected, "and its securities have risen from 03 to * 68." This also is wide of the roark; for the price of city stock when Mayor Clark was inaugurated was 46 to 48. The subject ia one-as the writer well says-of the gravest consequence to our people, and we trust that it will be pondered and dis? cussed in all its bearings by those who op? pose the plan, as well as by those who give it their approval. Our columns will, ss far as possible, be thrown open for this pur? pose. Tne Western Oralia Trade. The West is ina ferment just jiow over the question whether wheat shall be car? ried from St. Louis down the Mississippi and thence by sea to Europe and New York, or sent by rail and canal via Chicago and Buffalo to New York. The St. Louie mer? chants have it very much at heart to rival or surpass Chicago ns a shipping point for grain, and they-figure oat that they can move it to New Orleans for less than 10 cents a bushel, whereas it costs 32j cents per bushel to move it from Chicago to New York. Therefore they argue they can afford to pay the difference between 10 cents and 82} cents for grain, sud thus divert it alto? gether from its present channel to New York via Chicago. New York, however, is enlisted with Chicago in having the grain seek its market by tbs present route, and the New Yorkers are debating how to cheapen transportation, BO as to compete with the Mississippi line. Some of the Ne w York papers seem inclined ia the emer? gency to favor the Ruskin idea that no rail* road or ?anal should ever deolare dividends, but that these moans of transportation should be controlled by government so that con? sumers need pay no more than the bare cost of carrying products from one part of the country to another.
