His opponent talked of con? testing, but did not give legal notice of such purpose. -The Hungarians residents in the United States are asking the government to establish a Consulate at Pesta, for tho purpose of plac? ing within the reaoh of their countrymen in? formation which would facilitate emigration to America.' -Boston papers hint mysteriously at an "event" which is to take place in that city in a few weeks, and which is to be the grand' al re? union of instrumental performers and the largest chorus ever known in the musical an? nals of this or any other country. -The Vicksburg (Miss.) Time? says: "We understand that tho distinguished soldier and statesman is honoring our county with his pre? sence. In years gone by General Hampton was a frequent visitor to his ^possessions in Issaquona and Washington, annually taking his favorite sport of bear-hunting in these grand old swamps. -In Erie, Pennsylvania, some branches of manufactures, such as soap-making, are car? ried on by the burning gas from wells,'the constant stream of flame being made available for heating the kettles. These streams of gas can be quickly lighted, cause no trouble, there being neither dirt nor cinders, and at the same time are safe, as every particle of fire can be shut off in an instant. -Tho Now York Sun fivors the opening of the public libraries on Sunday, also lectures, &o. The Sun says: "It i? easy enough to say that people ought to go to church, touch in Sunday school, and read good books, bat they will not do this, and the next best thing is te give them at least something that they will do, to keep them out of mischief." The desideratum then, according to the Sun, is to be found in pleasant and 03mfortable reading rooms, where they could find books, magazines and newspapers in abundan se. -Gus Holmes, a mulatto, was hanged in Tarboro', N. C., on Hew Year's Day for the murder of Matthew King, a negro, in May t 1867. He confessed the crime before he died. While on the scaffold the negro popu? lation, which was out ia force, scaled the fence built around it, in accordance with the law di - -rooting that executions should be conducto d privately, and sung hymns and prayed with the condemned until he had to request them to cease. He was unable to stand when tho knot was adj neted, and the sheriff and a negro held him up until the drop fell. -Tho Constitution of Iowa requires that in the State University women shall be admitted to all the classes and in all the departments on the same terms as the men. The institution is not fully organized. In the academical de partaient, women form thirty-two per cent, of the freshman class, seventeen per cent, of the -sophomore and seven per cent, of the junior class. There are no females in the senior class nor in the law department, which was organ zed last September. The medical department will not go into operation until September, 1869. -Whiskey, it is asserted, is manufactured in New York oity according to the following recipe: Common whiskey forty gallons, water forty gallons, tincture Guinea pepper three gal? lons, tincture of pellitory one quart, acetic ether two ounces, and strong tea ose and a half gallons. The alcohol in this mixture is so much reduced in strength that the drugs must be added to restore the taste, which burns the palate like fire. The dealer thus makes eighty - five gallons of imitation whiskey out of forty gallons of common scuff. This recipe should warn all persons against the use of such poi. sonous beverages. -The Washington correspondent of tbe New York Commercial writes: Senator Sprague re? turns to his seat in the "Senate, ro-eleoted for six years by the Bhode Island Legislature. It is said the senator proposes to take a more aotive part than formely in the debates and public matters generally. He is turning his attention especially to the rehabilitation of the South, and towards such means as are available in aiding the development of manu? factures and the restoration of commercial prosperity. Report says that his resent pur? chase of nine thousand acres of choice land at ten dollars per aero on Cumberland Island, op? posite Fernandina, Florida, is bul the first of the investments of a similar character that Governor Sprague intendd to make in the South." -Congressional proceedings opened on Tues? day with a senatorial attack upon the constitu? tional prerogative of the Executive, which led to as animated debate. Mr. Ferry, of Connec? ticut, submitted a resolution oalling on Presi? dent Johnson for a copy of his late amnesty proclamation, and the authority under which it was issued. Although it was ostensibly a simple call for information, in reality it was notice of a combined assault by the Radical wing; of tbe Senate upon his constitutional power to grant pardons and reprieves. The resolution was finally adopteL and mach in? terest will be felt to knew how tho President will respond. The point, BS made by the Radi? cal aide of the Senate,'? that the clause of the constitution which says the President "shall have power to grant reprieves" does not em? brace "amnesty," -Tho Now Orleans Crescent relates the fol? lowing circumstances in connection with the recent death of ex-Governor Morehead, of Kentucky, at his plantation in Mississippi : "There was something touching and even tragical in tho circumstances of Oovcrnor Mnrehead's death. The plantation at which he died was a property which, after tho war, when noarly seventy years of ago, by a dint of cheer? ful and indomitable energy, under difficulties which might have appalled a much younger man, he had restored from a state of wreck of devastation to a condition of good order and productiveness. He had made an unusually fine orop the past season. His peouniary hopes it seems were dependent upon its proceeds, and the bulk of it was stored in a treacherous gin house. Called up in the night by the an? nouncement that the gin house had caught fire, he rushed forth to behold the flames bursting through the roof. He read in them the nothingness of tho year's arduous labor and expenditure, with the possible sequel of bankruptcy and remediless poverty. The shock killed him oa tbe spot." CHARLESTON. FRIDAY MORNING. JANUARY 8, 1869. Tbe Mew Britleli Ministry. The London Telegraph says that the ab? sence of so conspicuous a name as that of Lord Russell is simply explained-the vet? eran Liberal chief prefers net to take ooloo. The appointment of Mr. Bright to a com? paratively unimportant department-the Board of Trade-may also excite some sur? prise, arising from the singularly high po? sition of the oocupant. It is Mr. Bright's own choice. Ho oould have commanded one of the Secretaryships of State; but net for the first time has he shown au utterly unselfish de? sire to postpone all personal considerations and to help his leader in any fashion or in any way, either by standing out, a friendly looker-on, or by taking a post whioh, while comparatively humble, will give him his full share of Cabinet responsibility. All things considered, the Chancellorship of the Exchequer is, perhaps, the best posi? tion into whioh Mr. Lowe oould have been put. Not to put it too finely, "ho has a "temper of his own." In a department where he would have exeroised direot rulo ever permanent offioials and been able practi? cally to carry out his own extremely con? crete ideas on some questions, his special qualities-those faults of his that "lean to "virtue's side," and those faults of his that don't-would have brought him into con? stant collision with less aoute intellects, and with men not always accustomed to obey. But the Chancellor of the Exohequer, wielding an immense power in a small office, has a wide criticising control over all the departments of the State, and we are quite sure that Mr. Lowe will be a fear? less financial critic The Telegraph hopes Mr. Gladstone will observe that the Cabi? net already contains an ample measure of the "aristocratic" element. The country will not be satisfied unless the Ministry be further reinforced by the addition of mere than one distinguished commoner. A Fat on tbe Back. Charleston is stretching out her iron arms to Vicksburg, New Orleans, Memphis, Cincinnati und Mobile; we are urging the completion of the Savannah and Charleston Railroad, whioh will open direot communi? cation by the seaboard route from Portland, Maine, to New Orleans; consolidations are contemplated whioh will enable us to draw te our waters the trade of the neighboring States. The North is begin? ning to take notice once mere of this giant baby South, and tho sober Financial Bulle? tin, of New York, pats us on the back in this fashion: "The moat encouraging and satisfactory ac? counts of the present and prospective condition of the Southern States are those whioh refer to the growing interest manifested in increas? ing and extending the railroad facilities of that 1 section. All this is very gratifying. If Con? gress will devote its attention to legislation based on the necessities of the people, rather than the demands of party, the progress of tbe ; South in all forms of material improvement trill be certain and rapid. Reviews. THE HOUSE IN BALFOUR-STREET. A Novel. By Charles Dimitry. New York : George Wil? cox. Charleston : John Russell. We should like to be able to speak favor? ably of a novel by a Southern author, but unfortunately "The House in Balfour * 'street" lacks the first essential of a suc? cessful story-it is very uninteresting. Add to this, that the development of the plot is obscure, the springs of notion being diffi? cult to discern, and, for the most part, fail? ing to account sufficiently for their conse? quences; and it will bs seen that Mr. Dim? itry's appearance as a novelliat is not a promising ono. For the rest, the book is quits unobjectionable and oan do no possible harm to its readers-whioh, ia these days, ls saying something. MADAME DE BEAUPRE. By Mrs. C. The new Governor-General of India, it is believed, will exert himself in the promotion of the calton interests in that country. . THE NEW YORK TRIBUNE speaks of the sale of the water-power at Columbia to Senator Sprague for two hundred dollars, and says that great as this sacrifice must be "to the immediate owners," it will be a still "greater gain to the State. The wa? ter-power whioh was sold was the property of the State, it being wisely given away to secure the ereotion of mills and factories for the benefit of all South Carolina. .We all know now that men live not by cotton alone; therefore it is that we are determin? ed te have, ere long, as many cotton facto? ries as we have thousands of bales of the raw material. A BILL OF INJUNCTION has been granted against the Southwestern Railroad Company and the Central Railroad Company, of Geor? gia, forbidding their purchase of the stook J of the Albany and Gulf Railroad recently transferred to them by the City of Savannah, and restraining them from all attempts to control thereby the operation of the Albany and Gulf Railroad and the commercial and business interests of Central, Southern' and Western Georgia. The Savannah News says, mournfully, that "it is never wise to "count chickens until they are hatched."
