A bill to change and modify an ordinance "to raise supplies for the city for the year 1868 and for other purposea," came up tor its Becond readiug. The further consideration of the bill was postponed to a future meeting, in conse? quence oi there not being a money quorum present. The Mayor here took occasion to suggest to Council tbe propriety of calling an extra meet in K lor the purpose of taking up this bill, as well as other important matters which are now holding over in consequence of a money quorum not being present for the paat three or lour meetings. Whereupon a motion was made and earned that Council meet on Fridav evening next, at half-past seven o'clock, for" the pur? pose of conB.denng all matters now holding over for the want of a money quorum. DEFERRED BUSINESS. The report of the (Committee on City Lands on the apphcation of John H. Devereux, Esq. architect and builder, proposing to purchase or lease water lot ou the west Bide of Lyuoh 8 tree t, came up for consideration. At this stage of proceedings the following petition was presented. After some discussion, it was moved that tho whole matter be referred to the Oity Attorney for his opinion as to the'tight of the oity to soil the property. Carried: ? lb the Cly Council of Charleston: The undersigned residents and landowners in the vicinity of the '-Common," between Rut ledge-street and Ashley River, Broad-street, B.'aufain-street and Cummin p's Creek, have Been with great concern, by the printed pro? ceedings of Council, that it is under advise? ment whether Council shall lease or sell a part of said "Common." Tliey respectfully submit that they are advis? ed and believe that the City Council cannot lawfully sell or lease any part of Baid "Com? mon" any more than they can lawfully sell or lease any one of the publio street s ; and tbey ven . tore to express the opinion that if they bad such power, it would not bo a wise or good poli? cy to exercise it. By reference to proceedings of Council, 5th May, 1368, a memorial from tho undersigned and other citizens will be found, wherein the title under which Council holds these lands is in part set forth. The title to that part west of Lynch-street is preciflely the Bamo as the title to the part between Lynch and Rutledge streets, and upon the consideration ot that, IU 1853, tho Court of Chancerv, by decree, con? firmed the dedication made lu 1768. Tho undersigned respectfully call attention of Council to this matter, and pray that no part of said "Common" may be either sold or leased, but that the prayer of the memorial of 5th May, 1868, may receive a just and favorable consideration.
