At this stage of the proceedings Alderman Cade presented a memorial of the Mayor and Aldermen to the Legislature in relation to the law regulating the digging of cellars, &c, in the city. A report was read from Hook and Ladder Company No. 1, praying that certain neces? sary'alterations, not made by tho contractor, should bo allowed them by' Council. M., by a report that a star was visible iu the western sky. People gathered in-groups at the corners br popped their heads out of third story windows, all turning their eyes like so many heathen to one point in the sky. Seized with a laudable desire to inform .tho ] gaping multitude what star they were looking at, and wby they could seo it in the day time, we rushed to the almanac for in? formation. But, alas, that vaie mecum of as? tro uomy failed us. It had not one word about seeing stars at midday on the eleventh of Sep? tember. - -Venus, it said, could be seen with , the naked eye by daylight in May and June, and that it and other stars might bo seen with the aid of a good, telescope all the year round. Thrown thus on our own resources, we can i only account for the phenomenon in this wise. Everybody said it was Venus, and nobody said it wasn't. So we Buppose it must have been, or somebody would certainly have known bet? ter. . The star that was seen being thus ascer? tained to be Venus, Venns is in her ophelion, i.e., in that point of her orbit farthest from the sun. Of course it is cold out there.
