The Legislature is now considering a bill j Tor "the assessment and taxation of prop ;'erty," which covers nearly seventy pages of print, and is so encumbered with details as to he well-nigh unintelligible., This bill will be discussed day; by day and section by section until; passed. The details may De changed for the sake of change; but if I we understand its pro visions, the following ire the fundamental principles of the bill: L AU real and personal properly in the 3tate, all personal property of residents of | :be State-which may be kept or used tem? porarily out of the State, or which has been lent out for sale and is not yet sold-and ill njd?eys,7oredit8, and investments of res? idents of the State, are subject to taxation. "Seal property" is held to include not Dnly land, city, town and village lots, bot j ill. things therein contained, and all struc? tures and things thereto attached, so as to pass to the vendee by the conveyance of the land or lot. "Personal estate'' includes all thing?, other than real' estate, which have it^!pecuniary rtfne. -??Money'' includes, join and specie, bank bills and notes, whether in possession or on deposit 'Credits" mean the remainder doe to a ?arty after deducting all legal demands .gainst him. ?'Investmentsin bonds"mean di investments in bonds of whatsoever ;ind, including those of the United States ind of this State and of other States. "In? vestments in stocks" mean nil investments if means in evidences of indebtedness-not i circulating medium-and all interests in >oats, ships, or other vessels used in navi ratiug the waters within or bordering upon he State. 3. The following are exempt from taxa ion : All places of worship, educational in ititrtions, public property of the United States and the State, and of cities, counties ind all municipal corporations. Also cem tteries and fire engines and their buildings. 4. Persons returning for taxation the property of others, shall be personally re ipoasible for the payment of the tax. 5. Merchants and manufacturers are axed upon the difference between the total larchases, at cost, with their property on (and added, and the total sales, at cost. Sxpress and telegraph companies pay upon he portion of receipts accruing to the laces in which the taxes are imposed. 6. There are old grudge* to gratify, there are future linea to rectify, and above all, there is that vast increase in the political power, and Warlikestrength of Prussia Which excites the apprehension that Prussian ambition will seek to .'march still further, and. may not intend to stop short of the incorpora? tion of the whole of Germany into an Em? pire, whose gigantic influence it would be impossible to withstand. A war with Prus? sia would, for many reasons, be popular with the French people, and NAPOLEON is sagaoious enough to know that a foreign war is often the surest remedy for home discontent. Prussia; proud of the victories she hos won, is not an willing to measure swords with France, if in the quarrel can be en? gaged the German States south of the Main, atwell as those of the North German Con fed erat iou. The unity of Germany oan noi bp regarded as complete until all the principalities and kingdoms into which that country has been divided are subject to the rale of one and the same monaroh; aad if Prussia were well assured of the loyalty and fidelity of her new subjects, .a war with France would meet with a cordial welcome. But the Germans are not in love with the military rules and harsh discipline which a war would make necessary, and for this reason Count BISMARCK hos always endeav? ored to curb the. arrogance of his people, and did consent to refer the Luxembourg quarrel to peaceful arbitration. . These were elements of trouble enough; but another subject for complaint is new found in ' the. negotiations said to be lu progress between Franoe, Holland and .Bel? gium, for a commercial and military .alli? ance- Prussia is incensed at the idea that Belgium should mobilize her army, arm her troops with the obassepot rjfle, and add, perhaps, one hundred thousand troops to those of France, in the event.of a war. be? tween the latter und Prussia. Holland, on the other hand, knows that her seaboard ia coveted, by her Prussian neighbor. The desire of Holland to ally herself with France, is only natural; but, ay naturally, it will displease and mortify Prussia. The question now is, whether Prussia will ait down and quietly witness the pro? jected alliance of France with Belgium and Holland, or whether she will first protest and then resort to arma. Upon the solu? tion of this problem the issues of peace or war now mainly depend. It is the general belief on the continent that Prussia will not be silent; but it is also believed that if France has made up her mind to a certain line of oonduot, she will not be turned aside by the threats or protestations of Prussia. &0 tot.
